A day after the Election Commission told the Supreme Court that it cannot upload Form 17C, which is the record of votes polled at a polling station, because there is no legal mandate to give it to any other than candidates and their agents, the Congress on Thursday ridiculed the EC’s stand, saying it is unfortunate and condemnable that the poll body is not fulfilling its constitutional duty and that its inclination is “one-sided”.
