Indian Olympic Association (IOA) chief P T Usha on Tuesday defended her decision to appoint an ad-hoc committee for boxing, saying the national federation failed to fulfil its “fundamental responsibilities” in the last one year and her action was necessary to “restore order and ensure proper governance”. Her statement came in response to IOA vice president Gagan Narang’s letter on February 28 in which the former Olympic bronze-winner accused her of issuing “arbitrary” orders and undermining athletes’ welfare. Usha’s steadfast position is despite the Delhi High Court’s stay on the IOA’s order. The panel also included Rajesh Bhandari, DP Bhatt, Shiva Thapa, and Virendra Singh as members. It was on the same day that the PT Usha led IOA formed an ad-hoc committee for the Boxing Federation of India. The BFI had moved the court terming IOA’s February 24 order, signed by president PT Usha, “arbitrary and illegal”, claiming that the national sports federation (NSF) has the exclusive authority to regulate, promote and manage boxing activities in the country. The plea before Justice Sachin Datta stressed that BFI is an independent and autonomous body, governed by its own constitution, rules and regulations. The federation alleged that the IOA order was issued without any prior notice, discussion or correspondence with BFI, and was in clear violation of the principles of natural justice. BFI also claimed that the IOA constitution doesn’t confer any power on its president to constitute an ad-hoc committee.
