BCCI doesn’t fall under the ambit of RTI, says CIC

The Board of Control for Cricket in India (BCCI) does not fall under the ambit of the Right to Information (RTI) Act, the Central Information Commission said on Monday. This development came after the Madras High Court had “remitted back” the issue to CIC in September 2025 after the BCCI had filed an appeal against the CIC, for a 2018 order which identified the federation as the public authority under the RTI Act. The recent order by Information Commissioner PR Ramesh maintained that since the Government has no real control over the functioning of BCCI and since the cricketing body is governed by its own rules and regulations, it can’t fall under the ambit of RTI. “The BCCI generates its revenue independently through commercial activities like media rights, sponsorships, and ticket sales. It is financially self-sustaining and does not rely on government funds. Therefore, it cannot be said to be substantially financed by the state,” said Ramesh. CIC rules BCCI outside RTI ambit, reverses 2018 order | Cricket News

3 min readMay 18, 2026 07:30 PM IST The Central Information Commission has ruled that the Board of Control for Cricket in India does not qualify as a “public authority” under the Right to Information Act, effectively keeping the world’s richest cricket board beyond the reach of transparency laws that apply to government bodies. The order, passed by Information Commissioner P R Ramesh, reverses a 2018 ruling by then-commissioner M Sridhar Acharyulu, who had held that the BCCI was a public authority and directed it to set up mechanisms for receiving RTI applications. The BCCI challenged that order in the Madras High Court, which sent the matter back to the CIC for a fresh look in September 2025. The fresh look has now gone in the BCCI’s favour. The Commission found that the BCCI is a private society registered under Tamil Nadu law, not created by Parliament or any state legislature, and not subject to government control in any meaningful way. Expanding the ambit of organised crime by bringing in environment-related crimes such as illegal mining, deforestation, wildlife trafficking, hazardous waste dumping, etc., the state government introduced in the Assembly the stringent Himachal Pradesh Organised Crimes (Prevention and Control) Bill, 2025 on Wednesday. The Bill seeks to tackle organised crimes, safeguarding public safety and economic stability. Chief Minister Sukhvinder Singh Sukhu, who also holds the Home Ministry portfolio, introduced the Bill, according to which drug trafficking, intellectual property crime, healthcare frauds, human organ trafficking, cyber-terrorism, document forgery, food and drug adulteration and sports corruption are organised crimes. “These crimes, when committed using violence, threats, or coercion, fall under the category of organised crime,” the Bill reads.Section 4 (1) of the Bill reads, “Whoever commits an organised crime shall, if such offence has resulted in the death of any person, be punished with death or imprisonment for life and shall also be liable to a fine which shall not be less than ten lakh rupees.” Further, Section 5 (1) of the Bill has a provision for life …
