Kejriwal Stopped Taking Insulin Months Before His Arrest: Tihar Officials Claim in Report to L-G

Delhi Chief Minister Arvind Kejriwal had stopped taking insulin months before his arrest and is on a basic anti-diabetes oral medicine, officials said on Saturday, citing a report by the Tihar jail administration to Lt Governor VK Saxena. The report, submitted by the Tihar director general on Friday, said that the chief minister’s health was reviewed on April 10 and April 15 by a medicine specialist who advised oral anti-diabetic drugs and it is “incorrect to state that Kejriwal was denied insulin at any point of time” during his treatment. It said that there is adequate availability of insulin in the jail dispensary and it can be administered to Kejriwal “as and when required”, the officials added. Saxena had on April 18 asked the director general of prisons to submit a factual report on the Aam Aadmi Party’s allegations that Kejriwal was not being provided insulin in Tihar jail. Terming his appointment illegal and void ab initio, Directorate of Vigilance (DoV) on Wednesday terminated the services of Bibhav Kumar — private secretary to Chief Minister Arvind Kejriwal. The move came days after the Enforcement Directorate (ED) on Monday questioned Kumar in the Delhi excise policy case. An order issued by Special Secretary (Vigilance) YVVJ Rajasekhar stated that Kumar’s services were terminated with immediate effect as he was appointed in violation of Central Civil Service Rules related to temporary appointment. “…The prescribed procedure and rules for the said engagement of Sh Bibhav Kumar were not scrupulously followed, so, such engagement is illegal and void-ab-initio,” read the order, adding that his services were being terminated with immediate effect. The court said once it has dealt with the issue and opined that it fell in the executive domain, there should not be any “repeat litigation” as it was not a James Bond movie that will have sequels. On April 9, the Delhi High Court dismissed a plea by Mr. Kejriwal, who is in judicial custody in a money laundering case linked with the alleged Excise policy scam, challenging his arrest. Justice Swarana Kanta Sharma pronouncing the order said the national AAP convenor’s arrest by the Enforcement Directorate cannot be termed as ‘illegal’. “The court is of the view that the arrest of Arvind Kejriwal was not in contravention of legal provisions. The remand can’t be held to be illegal,” said Justice Sharma while delivering the verdict. A single-judge bench of the Delhi High Court on Monday transferred a petition seeking the removal of Arvind Kejriwal as Delhi Chief Minister to a bench led by Acting Chief Justice Manmohan. The plea was moved by Sandeep Kumar, a former cabinet minister in the Delhi government, seeking a writ of quo-warranto against Kejriwal alleging that he has incurred the “incapacity” to hold the office of Chief Minister of Delhi after he was arrested by the Enforcement Directorate on March 21 in the excise policy case and subsequently remanded to police and judicial custody.
