Airlines seek ATF price relief; say industry on verge of `stopping operations`

Major Indian carriers, including Air India, IndiGo and SpiceJet, have warned the government that the aviation sector is under extreme financial stress and may be “on the verge of stopping operations” without urgent intervention. The concerns were raised in a letter to the civil aviation ministry by the Federation of Indian Airlines (FIA), which represents the three airlines. According to the PTI, the airlines said the ongoing turmoil in West Asia has pushed up global oil prices, while airspace restrictions have increased operating costs, particularly on long-haul routes. Aviation Turbine Fuel (ATF), which accounts for nearly 40 per cent of airline operating costs, has become significantly more expensive. The FIA has urged the government to introduce a uniform fuel pricing mechanism for both domestic and international operations, similar to the earlier “crack band” system. The federation said the widening gap between crude oil and ATF prices is making airline operations financially unsustainable, with airlines facing mounting losses, the news agency reported. The government on Saturday hiked export duty, or windfall tax, on diesel to Rs 55.5 per litre and on aviation fuel ATF to Rs 42 a litre. The duty hikes would be applicable with immediate effect, the finance ministry said in a notification. The government had, on March 26, imposed an export duty of Rs 21.50 a litre on diesel, and Rs 29.5 per litre on Aviation Turbine Fuel (ATF). The duties were levied to increase domestic availability of the fuel amid the war in West Asia. They were also aimed at not allowing exporters to take undue advantage due to price differences, as globally crude oil prices had risen since the beginning of the war. On February 28, the United States and Israel launched military strikes against Iran, triggering sweeping retaliation from Tehran. The government on Wednesday said that domestic airfares are unlikely to see a sharp rise as it has cushioned the impact of a steep surge in aviation turbine fuel (ATF) prices by allowing only a partial increase for domestic airlines.  According to the Ministry of Petroleum and Natural Gas (MoPNG), ATF prices in India deregulated since 2001 are revised monthly based on international benchmarks. Given the current geopolitical situation, ATF prices for domestic markets were expected to rise by more than 100 per cent from April 1. However, in a bid to shield domestic air travel costs from a steep spike, public sector oil marketing companies (OMCs), in consultation with the Ministry of Civil Aviation, have implemented only a partial and staggered increase. Domestic airlines will face a limited hike of around 25 per cent, translating to approximately Rs 15 per litre, instead of the full pass-through of global price increases, the government said. In contrast, airlines operating on international routes will bear the full increase in ATF prices, in line with global market-linked pricing. …

ATF prices in New Delhi has been increased by ₹5,133.75 per kilolitre (k.l.) to ₹99,676.77 per kilolitre (k.l.), marking the third consecutive monthly hike, according to State-owned fuel retailers. Rates had risen by about 1% on November 1 and by 3.3% on October 1. The latest increase is expected to add pressure on airlines, for which fuel accounts for nearly 40% of operating costs.
