Officials said the budget is likely to adhere to the BJP’s poll promises while signalling a shift from cash transfer-led welfare measures towards employment generation, industrial growth and revenue mobilisation. A cardamom plantation in Idukki. | Photo Credit: Sandeep Vellaram Kerala government’s Revised Budget brings hope to Idukki’s farming community by addressing key land-related issues and proposing solutions to land disputes. The government plans to take steps to persuade the Supreme Court and the Kerala High Court to vacate stay orders concerning the 1964 title deed distribution rule and the Cardamom Hills Reserve (CHR) issue, as per the Budget provisions. It aims at resolving these court cases to protect farmers’ interests and expedite title deed distribution. Furthermore, the Budget noted that the government will legally review the order prohibiting construction activities on land with Cardamom title deeds. The proposal also stated that the government will unconditionally regularise existing constructions on title deed lands. The district has previously witnessed numerous protests over these land disputes. Consequently, farmers’ groups have welcomed the Budget proposals aimed at finding a permanent solution. Kerala Budget 2026: Despite white paper warning, no plan to cut committed expenditure

Kerala Budget 2026: Despite white paper warning, no plan to cut committed expenditure

After releasing the “Kerala’s Fiscal Health — A Status Report” (white paper), which raised serious concerns over the State’s rising debt burden while strongly criticising the previous Left government for alleged fiscal mismanagement, the new United Democratic Front (UDF) government on Thursday presented its maiden budget. The budget estimates the debt-to-GSDP ratio to come down marginally to 33.5% in 2026-27, compared with 34.87% (actuals, 2024-25) or 34.26% (revised estimates, 2025-26). This is not because debt is expected to fall — the budget in fact projects total outstanding debt to rise 11.6%, from ₹4.89 lakh crore to ₹5.46 lakh crore — but because of its optimistic outlook that GSDP would grow nominally by 14.15% and revenue receipts by 23.8%. Even if the government’s optimistic projections come true, Kerala will indisputably remain among the States with the highest debt burden. As per the Reserve Bank of India’s (RBI) data, the debt-to-GSDP ratio for all States combined stood at 27.01% in 2024-25. The chart below shows the ten States with the highest debt-to-GSDP ratio in 2024-25. However, a …

Kerala Budget: State set to make a transition from welfare-centric to knowledge-driven economy

Kerala Budget: State set to make a transition from welfare-centric to knowledge-driven economy

The Revised Budget for 2026-27 carries a clear and ambitious message: Kerala intends to transition from a welfare-dependent economy to a knowledge-driven, enterprise-led growth model. This direction is particularly significant for entrepreneurs, start-ups, and the MSME community. The Budget proposes to establish 10,000 new Micro, Small and Medium Enterprises across the State, backed by an allocation of ₹100 crore. This is not a token gesture; it is a recognition that MSMEs are the backbone of Kerala’s real economy, the largest employer outside government, and the most accessible pathway to entrepreneurship for first-generation business owners. If implemented effectively, this initiative can create substantial employment opportunities and broaden the State’s entrepreneurial base. The Knowledge Valley vision has the potential to redefine Kerala’s identity. The government plans to develop Kerala into a Knowledge Valley with the objective of making the State a preferred destination for higher education, including through special legislation to attract leading foreign universities and collaborations with premier institutions. For the start-up ecosystem, this is particularly important. Access to world-class research, global faculty, and international student …
