Half of Odisha’s most vulnerable tribals cut off from welfare schemes: CAG report| India News

A performance audit by the Comptroller and Auditor General of India has flagged major lapses in welfare delivery for Odisha’s most vulnerable tribal groups, revealing that over half of the Particularly Vulnerable Tribal Groups (PVTGs) remain excluded from key schemes, while the Mahatma Gandhi National Rural Employment Guarantee Scheme has failed to provide the mandated 100 days of work to 90% of households. CAG audit exposes gaps in Odisha tribal schemes (Getty/ Representative photo) The report, tabled in the state assembly, highlights that despite hundreds of crores in expenditure, 54% of the PVTG population—approximately 1.60 lakh people—were left out of welfare coverage, as the Micro Project Agencies, the primary institutional mechanism for tribal upliftment, failed to extend basic services to newly notified habitations populated by tribals of 13 PVTGs. According to the report, a baseline survey in 2018–19 identified 1,138 new villages inhabited by PVTGs, yet these areas remained outside the reach of the Odisha PVTG Empowerment and Livelihood Improvement Programme. While 18% of these excluded households had access to safe drinking water, gas connectivity …

Parvesh Sahib Singh makes dramatic claim in Delhi Assembly

In a dramatic show in the Delhi Assembly on Wednesday (March 25), PWD Minister Parvesh Sahib Singh unspooled a long roll of white paper across the House – a list, apparently, of all the alleged irregularities and corruption in the renovation and construction of what was then the official bungalow of former Chief Minister Arvind Kejriwal. He also claimed that alongside the main residence, a second “Sheesh Mahal” was also under construction, as the BJP raised the issue during a discussion on the reports of the Comptroller and Auditor General (CAG) of India that were tabled by Chief Minister Rekha Gupta in the Assembly on Monday. AAP members were not present in the House – the Opposition party has been boycotting the budget session following the suspension of four AAP MLAs from the Assembly in January. In the roll of paper unfurled by the Minister was a list of alleged spending, item by item, on the construction of the bungalow – expenses on the kitchen, the allegedly lavish décor, the spa, wellness facilities, gym, jacuzzi, …

It resulted in an excess collection of ₹1.34 crore.   As many as 16 colleges collected ₹1.28 crore as application processing fee from 82,389 applicants. The audit found that the overall …

Liquor Policy Caused Rs 2,002-Crore Loss To Delhi Government: CAG Report

New Delhi: Pointing to a string of wrong decisions and omissions, a report by the Comptroller and Auditor General (CAG) tabled in the Delhi Assembly on Tuesday states that the scrapped liquor policy which was implemented in November 2021 and scrapped in September the next year caused a loss of Rs 2,002.68 crore to the Delhi government.  The liquor policy was an albatross around the neck of the previous AAP government and had led to several of its leaders, including then chief minister Arvind Kejriwal and deputy chief minister Manish Sisodia, landing behind bars. The corruption allegations surrounding the policy are also seen as having played a key role in the AAP being defeated in this month’s Assembly elections and the BJP forming a government in Delhi after a gap of 26 years.  The report, which was tabled amid a huge uproar in the Assembly – which also saw 15 AAP MLAs being suspended – divides the losses into various subheads. It states that the biggest chunk of the loss, Rs 941.53 crore, was because …

BJP Attacks AAP Over ‘CAG Report’ On Liquor Policy Case, Party Responds

New Delhi: The BJP today escalated its attack on AAP following findings from a leaked Comptroller and Auditor General (CAG) report regarding the city’s controversial excise policy. Questioning the authenticity of the report, AAP leader Sanjay Singh asked whether the alleged findings were made at the BJP office.  The report, which allegedly outlines major lapses and violations under the leadership of former Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia, has triggered a fresh row ahead of the February 5 Delhi Assembly elections.  The CAG report has not been officially released.  The purported CAG report, parts of which have reached the public domain, alleges that the Delhi government’s Excise Policy caused a loss of over Rs 2,026 crore to the state including a loss of Rs 890 crore due to the failure to re-tender surrendered retail liquor licenses. An additional loss of Rs 941 crore allegedly stemmed from exemptions granted to zonal licensees.  Key approvals from the Lieutenant Governor (LG), the Cabinet, and the Assembly were allegedly bypassed. The report further claims that …

BJP Gets Fresh ‘Sheesh Mahal’ Ammo After Centre Audit

New Delhi: A report by the Comptroller and Auditor General of India (CAG) on the expenses made in renovating the Delhi Chief Minister’s residence has given the BJP fresh ammo to attack the ruling AAP and its leader Arvind Kejriwal as the national capital preps for the Assembly polls. The CAG probe, according to news reports, found that the preliminary estimate for the renovation was Rs 7.91 crore. This went up to 8.62 crore when work was awarded in 2020. But by the time the Public Works Department completed the job in 2022, the cost had jumped to Rs 33.66 crore. According to a report in The Indian Express, former CAG Girish Chandra Murmu signed off on this report just a week before he left office in November. Addressing the media today, Delhi BJP chief Virendraa Sachdeva said the sum of Rs 33.66 crore was “just a figure” and the actual renovation cost was much higher. “If we want to estimate the actual cost of this bungalow, it will require examining the accounts of various …

The ongoing administrative logjam owing to the infighting at the Indian Olympic Association (IOA) might have stalled the country’s bid for the 2036 Olympic but the organisation’s president, PT Usha, asserted the current situation would not affect the “Prime Minister’s vision” to host the Games. Usha, in a media interaction on Tuesday, spoke on a range of contentious issues — from the bid to the CAG report that has alleged a potential Rs 24 crore loss for the IOA and the tug of war over the appointment of the CEO. She claimed the talks with the International Olympic Committee’s future host commission is on track. “We spoke to the host committee just yesterday (Monday) and the CEO connected from Mumbai. So the talks are on. This situation won’t affect the bid. Obviously, the infighting cannot continue without a solution. There will be an end to this situation soon,” Usha said. The athletics legend has had a rocky start to her administrative stint as the president of the IOA with Executive Committee members calling publicly questioning …

IOA ignores ‘own interest’ in RIL agreement, loses Rs 24 crore: CAG report

The latest report by the Comptroller and Auditor General of India (CAG) uncovered that the Indian Olympic Association (IOA) incurred a loss of Rs 24 crore due to the national federation’s ‘faulty’ sponsorship agreement with Reliance Industries Limited (RIL). The CAG stated that the IOA overlooked its ‘own interest’, allowing RIL to claim the agreement’s benefits. The agreement, signed on August 1, 2022, granted the RIL the right to be the Official Principal Partner of the Indian contingent’s campaign in the Asian Games (2022, 2026), Commonwealth Games (2022, 2026), 2024 Paris Olympics and 2028 Los Angeles Olympics, reported Hindustan Times. As per the report, the deal also granted RIL to display its ‘India House’ brand during these events. The CAG report also stated that the agreement was renewed on December 5, 2023, ensuring the RIL marks its presence at the Winter Olympic Games (2026, 2030) and Youth Olympic Games (2026, 2030). “In view of the above the IOA did not watch their own interest as there was no change in consideration amount, Rs 35 crore, …
