The Bharatiya Janata Party on Thursday demanded a Central Bureau of Investigation inquiry after the Comptroller and Auditor General (CAG) identified suspected irregularities worth ₹225 crore in the state’s flagship Gruha Lakshmi welfare scheme, including payments to deceased beneficiaries, duplicate bank accounts and gaps in beneficiary records. Uttar Pradesh, Gujarat, Jharkhand, Manipur, and nine other States recorded surplus revenues in 2024-25, while the remaining 15 States had a deficit. Eighteen States targeted revenue surplus, three States targeted revenue deficit, and seven targeted zero revenue deficit in FY 2024-25, according to a report on ‘State Finances 2024-25’ released by Comptroller and Auditor General of India K Sanjay Murthy on Tuesday (June 16, 2026). “In FY 2024-25, 15 States were revenue-deficient while the rest 13 States were revenue surplus,” the report said. Of the 18 States that targeted revenue surplus, nine achieved the target, while Assam, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Karnataka, Maharashtra, Mizoram, and Telangana ended up being revenue deficit in 2024-25. Seven states -Goa, Jharkhand, Punjab, Rajasthan, Tamil Nadu, Tripura, and Uttar Pradesh- targeted a zero-revenue deficit. Among them, four States -Goa, Jharkhand, Tripura, and Uttar Pradesh – achieved a revenue surplus, whereas Punjab, Rajasthan and Tamil Nadu ended the year with a revenue deficit. The State Government has passed the budget with total outlay of ₹3.24 lakh crore including capital receipts. Capital receipts, primarily open market borrowings, loans from Central Government and other loans, account for close to ₹80,000 crore. Of these, the Government proposed to raise ₹73,383 crore from open market, ₹5,500 crore as loans from the Centre and another ₹1,000 crore other loans. However, the monthly key indicators released by the Comptroller and Auditor General of India pegged the total receipts at ₹3.01 lakh crore with capital receipts constituting ₹59,945 crore including Rs. 58,458 crore as borrowings and other liabilities. The Comptroller and Auditor General (CAG) has flagged a massive backlog in the finalisation of accounts of Public Sector Undertakings (PSUs) and autonomous bodies in Jammu and Kashmir, with large number of accounts remaining in arrears as on March 31, 2024. The CAG urged the UT government to ensure strict adherence to timelines for preparation and submission of accounts to strengthen financial discipline, transparency and governance. The audit panel warned that the persistent backlog undermines transparency and legislative oversight, and recommended that the government ensure companies, corporations and autonomous bodies submit their annual accounts within a stipulated time-frame. The CAG report on Union Territory (UT) finances for the year ended March 31, 2024, said, “Accounts in respect of only four companies were audited up to 2022-23. In respect of 35 companies and corporations, audit of 139 accounts was in arrears for periods ranging from one to twelve years.” According to the report, eight autonomous bodies have together failed to submit 40 annual accounts, with delays ranging from three to 14 years. A report of the Comptroller and Auditor General tabled in the Telangana assembly on Monday painted a picture of strained public finances in the state during 2024-25, marked by under-utilisation of the budget, poor revenue mobilisation, rising debt, and irregularities in tax administration. According to the report, the Telangana government was unable to utilise its budget in line with the targets set for the 2024-25 financial year, spending only ₹2,18,251 crore against the ₹2,74,058 crore projected in the budget under revenue and capital expenditure, which amounted to 80%. Under the revenue expenditure, the government had estimated spending ₹2,20,945 crore, but actual spending stood at ₹1,77,224 crore, which was also about 80% per cent of the estimate. The Odisha Government has failed to effectively implement late marriage incentives aimed at checking early marriages in Particularly Vulnerable Tribal Groups (PVTGs) despite earmarking a dedicated fund for the purpose, says Comptroller Auditor General of India, whose report on performance audit of micro project agencies (MPAs) was tabled in Odisha Legislative Assembly on Tuesday (March 31, 2026). A scheme called  ‘Late marriage incentive to PVTG households’ programme was introduced under Odisha PVTG Empowerment and Livelihood Improvement Programme (OPELIP) in December 2020. The objective was to create awareness regarding prevention of early marriage. According to the CAG report, under the scheme, financial assistance ranging between ₹2,000 and ₹20,000 was to be paid to each girl marrying after 18 years of age, in the shape of an account payee cheque, in a community meeting in the presence of villagers to encourage other girls and their families to adopt a similar practice. A performance audit by the Comptroller and Auditor General of India has flagged major lapses in welfare delivery for Odisha’s most vulnerable tribal groups, revealing that over half of the Particularly Vulnerable Tribal Groups (PVTGs) remain excluded from key schemes, while the Mahatma Gandhi National Rural Employment Guarantee Scheme has failed to provide the mandated 100 days of work to 90% of households. The Comptroller and Auditor General of India (CAG) has flagged rising deficit, mounting debt and shrinking fiscal space, warning that high subsidies, committed expenditure and borrowings are pushing Punjab’s finances into deeper stress. The State Finances Audit Report for 2023–24 noted that while Punjab recorded steady economic growth, its fiscal indicators reveal structural weaknesses that could make long-term debt stabilisation difficult. The report stated that there is a persistent mismatch between receipts and expenditure. The report was tabled in the Budget session of Vidhan Sabha on Monday. Punjab’s Gross State Domestic Product (GSDP) at current prices grew at a compound annual growth rate of 8.52 per cent, rising from Rs 5.37 lakh crore in 2019–20 to Rs 7.44 lakh crore in 2023–24. The budget outlay also expanded during this period, increasing from Rs 1.62 lakh crore to Rs 2.08 lakh crore, at a compound annual growth rate of 6.50 per cent. The report said a test check of records of the VAHAN database for Assam and seven other States in the region revealed that 15,849 vehicles bearing the same chassis and engine numbers were registered in two or more States. Of these, 12,112 vehicles were registered in Assam without the mandatory no-objection certificate. This accounted for 76% of such vehicles. In India, a vehicle must have a unique registration number at any given time. A vehicle can be re-registered in a new State upon relocation, which cancels the registration in the previous State. The CAG report flagged “significant deficiencies” in the issuance of transport vehicle permits across eight test-checked District Transport Offices, with only 26,105 permits (21.87%) issued …
