Citizenship is a vertical relationship between the individual and the state. Originally, citizenship used to signify a belief in certain liberal and republican ideas and did not have much to do with territory and status. Today, it is all about territory, status, and exclusion rather than inclusion. The Foreigners’ Tribunals in Assam reportedly denied citizenship to people despite some possessing as many as 15 documents. The judiciary, too, has become quite restrictive in this regard. In Shabbir Hussain’s (1951) case — a trader who got stuck in Lahore during Partition and returned to India only on a temporary permit but was subsequently arrested for overstaying in India — the apex court refused to treat him as a Pakistani national. Similarly, in Abdul Khader (1960), the Supreme (SC) Court refused to treat Khader as a foreigner despite his having a Pakistani passport. But in Izhar Ahmad Khan (1962), the court treated possession of a Pakistani passport as conclusive proof of Pakistani citizenship. Called as a “citizen lounge-cum-new-age learning centre”, the space was inaugurated by Chief Minister Rekha Gupta on Tuesday. It will function as a community learning centre after public hours, providing a conducive environment for students and job aspirants. The lounge-cum-learning centre has a seating capacity for 40 people and is equipped with air-conditioners, computers with Wi-Fi connection, books ranging from novels to ones for competitive exams. It also has basic amenities like washrooms, toilets and drinking water. The CM inspected the citizen lounge, the library and reading corner, and the newly constructed toilet block. Maharashtra CM Fadnavis on Sunday credited citizens and local resident groups for the successful implementation of the equal water supply scheme in parts of south Pune, saying constant follow-ups by residents helped ensure the long-delayed project became a reality, reported the PTI. Speaking at a function marking the start of regular water supply in areas including Mohammadwadi, NIBM and nearby localities, CM Fadnavis described the programme as one of the most important initiatives for him.
