Karnataka Cabinet okays regularisation of 10 lakh properties in illegally constructed layouts | Bangalore News

In a move that would regularise 10 lakh plots, buildings, apartments and flats in illegally constructed layouts under various urban local bodies in one sweep, Karnataka’s Cabinet on Thursday decided to issue A khata certificates to such properties. The move, reminiscent of the Akrama-Sakrama scheme introduced in Bengaluru limits, which was stayed by the Supreme Court, will be applicable in all urban local bodies of the state except Bengaluru. According to the Government, the regularisation “aims to control unauthorized developments and bring citizen-friendly reforms and public interest into the administrative system”. Bringing the illegally constructed layouts under the purview of the law would stop “the creation and sale of sites without obtaining layout approval from the competent authorities”, said a Cabinet note on the issue. A scheme launched in the Greater Bengaluru Authority limits on November 1, 2025, provided a 100-day window to convert B-khata plots to A-khata plots on the payment of fixed conversion fees. As per the police, the area was sealed and the demotion happened as per the proper process. Security forces deployed  Authorities, including Circle Officer Kundan Singh and SDM Yogeshwar Singh, arrived at the site early Sunday morning with police force to ensure the process went smoothly. Nearly half of all the affordable housing constructed so far under the Pradhan Mantri Awas Yojana-Urban remains unoccupied, according to the Union Ministry of Housing and Urban Affairs’ submission to the Parliamentary Standing Committee on Housing and Urban Affairs. The mission was launched in 2015 and meant to end in 2022, but has been extended till December 31, 2024, so that the 122.69 lakh sanctioned houses can be completed, the committee noted in its report on the PMAY tabled in Parliament on Tuesday. The scheme had four verticals—beneficiary-led construction, in-situ slum redevelopment, affordable housing in partnership and a credit-linked subsidy scheme. So far, 88.32 lakh houses have been completed. Under affordable housing in partnership, where private builders are incentivised to construct housing for Economically Weaker Sections (EWS) within their projects, out of 15.65 lakh sanctioned houses, 9.01 lakh have been completed, the report noted.
