256 criminal cases pending against lawmakers of Kerala

As many as 256 criminal cases are pending against lawmakers, including sitting or former MPs and MLAs, of Kerala till April 4, 2026. Trial is yet to begin in a large number of such cases due to the delay in serving summons and warrants to the accused, according to the State police. The delay in completing the legal proceedings against the lawmakers came to light when the High Court sought a report from the Registrar (district judiciary) on the position of the cases in the various special courts set up for trying them. The report indicated that 22 cases against lawmakers have been delayed for more than two years, and nine have been pending for over five years due to delay in executing summons and warrants. The court has asked the State police to execute warrants in these 31 pending cases. As per another report submitted by the Kerala Police to the High Court, 247 cases are pending trial and nine are in the investigation stage. From January 1, 2027, procedures related to all investigations and trials under the new criminal laws will be recorded digitally, a senior Home Ministry official said on Tuesday (June 30, 2026). The official said the nationwide rollout of the Interoperable Criminal Justice System (ICJS) – which integrates police, courts, prisons, forensics, and prosecution on a single platform – is expected to be completed soon, with emphasis on end-to-end digital workflow. The data will be stored in the government-owned cloud platform MeghRaj. However, data maintained by the National Crime Records Bureau showed that the First Information Report (FIR) consumption by courts, the process through which cases are electronically transmitted to and received by court systems, was at 46%, less than half of the cases registered. The three new criminal laws Bharatiya Nyaya Sanhita (BNS), Bharatiya Sakshya Sanhita (BSS), and Bharatiya Nagarik Suraksha Sanhita (BNSS) replaced Indian Penal Code (1860), Indian Evidence Act (1872), and the Code of Criminal Procedure (1898) respectively. Thiruvananthapuram Corporation BJP councillor R. Sugathan faces 19 criminal cases

R. Sugathan, the BJP councillor representing Vazhottukonam ward in Thiruvananthapuram Corporation, is facing as many as 19 criminal cases, including several serious charges such as attempted murder. According to details released by the Home department, 18 cases have been registered against him at the Vattiyurkavu police station and one case at Nedumangad police station. In all 19 cases, Sugathan has been named as the first accused. Among the charges are four cases of attempted murder, along with offences including rioting, causing hurt and criminal intimidation. The police have already filed charge sheets in 18 of the cases, official sources said. Prior to the latest instance in which provisions of the Kerala Anti-Social Activities (Prevention) Act (KAAPA) was invoked against Mr. Sugathan, the district authorities had previously issued externment orders against him in 2023 and 2025. The Vattiyurkavu police had recently arrested the councillor in a late-night dramatic operation after evading law for over a month following a temple clash.
