D.K. Shivakumar seeks ‘fairness’ for Southern states in devolution and delimitation

Karnataka Chief Minister D.K. Shivakumar made a pitch for “fairness in funds, voice and respect” for Southern states, which form the “engine of the Indian economy”, addressing the 31st meeting of the Southern Zonal Council at Mahabalipuram, chaired by Home Minister Amit Shah. He forwarded the growth argument to demand both better devolution of taxes for southern states and fair representation in delimitation. The Chief Minister urged the Council to adopt a resolution calling upon the Union government to honour the 1971 census as the basis for delimitation, retain the Lok Sabha’s existing strength of 543 seats for the next 25 years, and accommodate women’s reservation within these existing seats, according to a communique by the CMO. The Congress government in Karnataka turned a new leaf on Wednesday (June 3, 2026) with its eight-time legislator and Karnataka Pradesh Congress Committee President D.K. Shivakumar sworn in as the 25th Chief Minister of the State. Amid confusion and pushback in the party on creation of the Deputy Chief Minister’s post, senior Dalit leader from Koratgere in Tumakuru district G. Parameshwara was sworn in as the Deputy Chief Minister. In a subdued but packed ceremony at Glass House in Lok Bhavan in Bengaluru and in the presence of a host of party leaders and religious heads among others, Mr. Shivakumar, who took over the reigns of the State from veteran OBC leader Siddaramaiah, was sworn in along with 13 Cabinet ministers including Mr. Parameshwara. The Bengaluru Traffic Police have announced extensive traffic restrictions and diversions across the Central Business District (CBD) on June 3 in view of the swearing-in ceremony of the new Chief Minister of Karnataka, which is scheduled to be held at 4 p.m. at the Glass House in Lok Bhavan. According to the traffic police, vehicle movement will be prohibited on several key roads between 12 noon and 8 p.m., including stretches of Cubbon Road, Dr B.R. Ambedkar Road, Race Course Road, Queens Road, and roads leading towards Lok Bhavan. Heavy congestion is anticipated in and around the CBD area due to the event, and public gatherings. Shivakumar to be sworn in as the 34th Chief Minister of Karnataka on Wednesday (June 3, 2026) evening at Lok Bhavan, which completes the leadership transition from outgoing Chief Minister Siddaramaiah that started last week. The list of Cabinet ministers – speculated to be between 10 and 15 – to be sworn in along with Mr. Shivakumar is expected to be released by the Congress central leadership on Wednesday. Speculation about the induction of new faces to the Cabinet along with those who had served under Mr. Siddaramaiah is also doing the rounds. Shivakumar-led factions within the Congress in the State, the bonhomie they sported in public never let up.  Even on Tuesday, when both were in the AICC office in Delhi to discuss transfer of power, they were seen discussing together. Shivakumar on Sunday (February 1, 2026) said that there was no benefit for the State from the Union Budget 2026 presented by Finance Minister Nirmala Sitharaman in the Parliament. He, however, said that he is yet to go through the budget in detail. “There is no benefit for our State from the central budget. I was observing it. They have named a programme after Mahatma Gandhi now (after repealing the MGNREGA act that was named after Gandhi),” Shivakumar said. However, when the BJP government was in power earlier, universities were established only to create the post of Vice-Chancellor,” Deputy Chief Minister D.K. Shivakumar said.
