Delhi High Court refers plea on CJP protest violence to Chief Justice-led Bench

The Delhi High Court on Friday referred to the Chief Justice-led Division Bench a writ petition filed by the Save India Foundation seeking directions to the Delhi Police to initiate criminal action against persons allegedly involved in arson, damage to public property and attacks on police personnel during the July 20 “Cockroach Janta Party” (CJP) protest. The petition, which came up before Justice Prateek Jalan, seeks directions for ensuring the “safety and security of the citizens of Delhi from the violent protests being held under the garb of protest at Jantar Mantar”. At the outset, Justice Jalan questioned the maintainability of the petition as an individual writ. “Is this a PIL? Why not? You should file it as a PIL when you don’t have a personal locus. I have read your petition,” the Court observed. Appearing for the Centre, Solicitor General Tushar Mehta submitted that issues arising out of the same incident were already under consideration in another petition. “We have no objection in arguing before the Court,” Mehta said. Two earthquakes struck Assam`s Cachar district within a span of less than an hour on Thursday night, triggering brief panic among residents in parts of the northeastern state`s Barak Valley region, officials said.  According to seismic data, the first earthquake, measuring 4.7 on the Richter scale, occurred at around 9:10 p.m. The epicentre was located in Cachar district at latitude 24.941 degrees North and longitude 93.007 degrees East, with a focal depth of 39 kilometres, an official said. The tremor was felt across several parts of southern Assam, including Cachar and adjoining areas. Residents reported feeling moderate shaking, prompting many to move outdoors as a precaution. However, there were no immediate reports of any casualties or damage to property, an official said. Less than an hour later, a second earthquake of magnitude 3.3 struck the same region at 10:02:51 p.m. IST.
