University and college teachers from across Punjab staged a protest at Punjab Agricultural University (PAU) on Monday, demanding release of 7th pay commission arrears, grant of 60% dearness allowance (DA) and resolution of long-pending pay and pension-related issues. Teachers from various state universities, along with members of the Punjab and Chandigarh College Teachers Union (PCCTU) and government college teachers, participated in the protest. The protesting teachers demanded the grant of 60% DA, release of arrears under the 7th pay commission with effect from January 1, 2016, and rectification of pay anomalies. They also sought fixation of basic pay at ₹57,700 instead of ₹15,600 during the probation period and restoration of full pay benefits. Chandigarh Aided College Teachers Association (CACTA) has expressed strong resentment over the administration’s continued delay in the full implementation of University Grants Commission (UGC) regulations for teachers working in privately managed and government-aided colleges, despite a public announcement by the Union Home Minister reaffirming Chandigarh’s governance as a Union Territory under the direct authority of the central government. CACTA, in a statement, to the media said that the aided colleges in Chandigarh receive 95 per cent grant-in-aid from the central government through the Chandigarh Administration and have no administrative or statutory linkage with the Government of Punjab. The association alleged that citing Punjab’s consent or policies to deny or delay teachers’ service benefits was “legally untenable and constitutionally flawed”. The association asserted that once adopted, UGC regulations are binding in letter and spirit and must be implemented in totality. Any selective or partial implementation, CACTA said, amounts to arbitrary discrimination and violates statutory provisions governing higher education. The Andhra Pradesh government has announced a Dearness Allowance (DA) hike for serving and retired members of the judiciary. Minister for Law and Justice N. Md. Farooq said on Thursday that the Law Department issued orders raising the DA for High Court judges, judicial officers, retired judges, pensioners, and family pensioners to 58% from the existing 55%. The decision followed a communication from the Law Ministry, the Minister said in a release. The revised DA rate would be effective from July 1, 2025, he added. 3% Hike In Dearness Allowance For Government Employees Cleared Ahead Of Diwali

The central government has raised the dearness allowance (DA) and dearness relief (DR) for its over a crore employees and pensioners by 3 per cent to compensate them against price rise. This takes the total from 50 per cent to 53 per cent, to be paid over and above the basic pay. The hike in DA rate was decided at a cabinet meeting chaired by Prime Minister Narendra Modi this morning. The new rate will be effective from July 1, 2024. The decision, taken weeks ahead of Diwali, comes as a major relief to central government employees amid the festive season. “This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission,” the government said in a statement. The decision will benefit nearly 3.9 lakh state government employees and the hike will be effective from October 1 this year, officials said. As the Diwali festival is approaching, the government has decided to increase DA by 4 per cent, bringing it at par with the central government, Sai told reporters here. Earlier in March this year, the Sai government hiked the DA by 4 cent, bringing it to 46 per cent of the basic pay.
