On Friday (April 17), the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, for delimitation and the subsequent application of 33% women’s reservation in the legislature was defeated in Lok Sabha. The Opposition primarily criticised it over the delimitation process and its advancement by the government. Back in 2023, parties across the political spectrum had lent their support to women’s reservation in the legislature with the passage of The Constitution (One Hundred and Twenty-Eighth Amendment) Bill. But the first nationwide quotas to ensure greater political participation of women came into effect in the 1990s. The Constitution (Seventy-third Amendment) Act, 1992 and The Constitution (Seventy-fourth Amendment) Act, 1992 took effect in 1993. During the hearing of a petition seeking directions to states to frame such rules, the court observed that making menstrual leave compulsory through legislation could potentially affect women’s employment opportunities, as some employers might hesitate to hire women if additional leave requirements were mandated. While India continues to discuss the issue, several countries around the world already recognise menstrual leave in some form. either through national legislation or workplace policies. The policy dates back to 1947, when labour laws began allowing women to take time off during their menstrual cycle if they experienced discomfort or health issues. On March 9, 1776, Scottish philosopher Adam Smith’s An Inquiry into the Nature and Causes of the Wealth of Nations (stylised simply as The Wealth of Nations) first hit the shelves. The work is also widely recognised as the first formulation of a comprehensive system of political economy (that is, the relationships among society, politics and the economy). The short hearing witnessed an exchange among the Chief Justice, senior lawyers appearing for online gaming platforms and the Centre on the point if online gaming could be classified as a ‘betting and gambling’ activity. If so, ‘betting and gambling’ were subjects enumerated under Entry 34 of the State List in the Seventh Schedule of the Constitution. Only the States had jurisdiction to make laws to govern these activities. The Chief Justice indicated that the petitions would come up before a three-judge Bench in January 2026 for a threadbare hearing on whether the “Parliament had acted beyond its competence” to enact the Promotion and Regulation of Online Gaming Act, 2025.
