A day after a Delhi Police constable allegedly shot his wife dead on her birthday in east Delhi’s Vinod Nagar area, investigators on Tuesday said five police teams are conducting raids across Delhi-NCR and Haryana to trace the accused, who remains absconding. The couple were on their two-wheeler when they stopped after an argument ensued before the constable allegedly opened fire and fled. All domestic and commercial borewells in Delhi will have to be fitted with water meters and users will be charged based on the amount of groundwater they extract under a new borewell policy being drafted by the Delhi government, officials familiar with the matter said on Friday. The proposed policy will also provide a mechanism to regularise thousands of unauthorised borewells currently operating across the Capital. In an interview with The Indian Express, Gupta described the policy, which came into effect July 1, as “common-man centric” and one designed primarily for Delhi’s middle class. The policy, she said, departs significantly from previous approaches by removing subsidy caps and focusing on the segments that contribute the most to air pollution. “We have given all kinds of possible incentives: Subsidy, scrapping incentive, road tax exemption and registration exemption,” Gupta said. “Unlike other states, we have not put any capping.
