The Central Bureau of Investigation (CBI) has registered a case into the alleged irregularities in the operation and management of night shelters in the national Capital run by the Delhi Urban Shelter Improvement Board (DUSIB) in 2023. Multiple individuals, CBI said, were engaged in other independent professions or businesses or employed elsewhere. (HT file photo) A preliminary enquiry in the matter has revealed that the shelter management authority (SMA), which was responsible for deploying manpower including supervisors, caretakers (for three shifts), sweepers and women security guards (for women shelters) and relievers for all staff, engaged bogus employees who never worked at shelters, manipulated their attendance and credit salaries in their accounts. The agency has named Suhail Khan, president of Sofia Educational and Welfare Society – the SMA awarded the work for running the night shelters, two other private individuals – Amir and Sonu Kushwaha, and unknown public servants in its first information report (FIR) filed on April 27, which became public recently. Two people, a legal officer of the Delhi Urban Shelter Improvement Board (DUSIB) and a middleman, have been arrested by the CBI for allegedly accepting a bribe of Rs 5 lakh to unseal two shops of a businessman. The CBI also seized Rs 3.79 crore in cash, besides other incriminating documents, during searches on the premises of the accused. The accused legal officer has been identified as Vijay Maggo. Following the arrest, the Delhi government said in a statement Friday said Urban Development Minister Saurabh Bharadwaj had sought disciplinary action against DUSIB legal officer Vijay Maggo but nothing was done. The CBI stated: “It was alleged that the accused legal officer demanded a bribe of Rs 40 lakh from the complainant in the name of another DUSIB officer for getting two of his shops unsealed and allowing him to run those unhindered.” A spokesperson said the CBI laid a trap Thursday following the complaint and arrested Maggo while he was allegedly receiving Rs 5 lakh, “a portion of the bribe amount”. A few weeks ago, Tasmyir Nawab enrolled in a digital marketing course offered by an NGO at a community centre. However, for almost a month now, the computers the 20-year-old had been using on the premises have been rendered unusable without electricity. “We rely on computers for our studies and presentations. The lack of electricity has halted our studies, and the generator provided by the foundation is noisy and unreliable,” said Nawab. Nawab’s predicament echoes that of several students studying at the centre operating out of Matia Mahal’s Shankar Gali in old Delhi. The premises have been without electricity for over a month now, owing to a pending bill of Rs 31 lakh. The building is owned by the Delhi Urban Shelter Improvement Board (DUSIB), which leased the space to the Delhi Skill and Entrepreneurship University (DSEU)-affiliated Lighthouse Communities Foundation, the NGO, which offers skill development programmes to underprivileged youth.
