In a nation plagued by many controversies, many of them avoidable, a serious problem that threatens to create a rift between the Northern and Southern states is the delimitation issue. Article 81(1) mandates that the Lok Sabha shall consist of not more than 530 members who have to be chosen by direct election from territorial constituencies in the states; another 20 members are to represent the Union Territories. Currently, the Lok Sabha has a strength of 543 seats. Article 81(2) requires the allotment of seats to each state to be in proportion to its population, with the further condition that the ratio between the population of a state and the number of seats allocated shall, as far as practicable, be the same for all the states. Article 82 requires the readjustment of seats after the completion of each Census, and it will now have to be done under the Delimitation Act, 2002. On March 17, the Supreme Court granted the Centre three months’ time to furnish its response on steps taken to conduct the pending delimitation for Lok Sabha and Assembly constituencies in the three states. Since some media reports interpreted it as the apex court directing the Centre to complete the delimitation exercise in three months, Meitei leaders and organisations cutting across party lines have responded by reiterating both older concerns and newer demands. Several alternatives have been pitched over the years – from linking delimitation to fertility rates, to reforming the Rajya Sabha. Raising the cap on seats The simplest solution is increasing the number of seats in the Lok Sabha above the constitutional cap of 550 to ensure there is parity across the country in terms of population per seat. As per Milan Vaishnav and Jamie Hintson, fellows at US-based think tank Carnegie Endowment for International Peace, projected population figures for 2026 show that the Lok Sabha would need 848 constituencies to ensure reapportioning does not reduce any state’s current seats. Shajahan, Chairman, State Delimitation Commission, has said. On Friday (February 21, 2025), the commission opened a two-day hearing in Thiruvananthapuram district on petitions/complaints filed by the public based on a November 2024 draft notification on the demarcation of ward boundaries. This marks the final leg of the delimitation exercise’s critical Phase-1 which covered wards in grama panchayats, municipalities and corporations. The commission had completed its hearings in the other 13 districts over the past weeks. “Once the hearings are over, local body secretaries will be given a chance to correct serious anomalies, if any, based on the field enquiry and maps, the Collector’s reports and the proceedings of the hearings. We hope to issue the final notification related to Phase 1 in March,” Mr. Shajahan, who is also the State Election Commissioner, said.
