Problems in land transactions continue to persist a year after passage of Bhu Bharati Act

The story of how Ghilli came to be is, in many ways, the story of how the best accidents in Tamil cinema happen. Ever since the Congress government came to power in Telangana, it has taken a series of measures to streamline the land ownership process, rectify deficiencies in the previous system that had caused sleepless nights for farmers, and improve revenue administration. Farmers began to struggle when, in 2020, the Telangana Assembly enacted the Telangana Rights in Land and Pattadar Passbooks Act, popularly known as the Record of Rights Act. The previous Bharat Rashtra Samithi (BRS) government had also introduced the Dharani portal, a land record management portal, billed as one-stop solution for land-related issues. However, the portal was rife with errors. There was often a mismatch between the physical records and the digitised records, and 18.36 lakh acres of land were pushed into the prohibited list even though farmers had been tilling them for decades. Special drive to dispose of pending Dharani applications extended till March 17

The Telangana government has extended the deadline for the special drive to resolve pending Dharani applications by a week. During the special drive conducted between March 1 and 9 at the tahsildar level, the government settled close to one lakh applications at different levels. This is against the 2.45 lakh applications received from farmers expressing their grievances ever since the launch of Dharani portal. Since the pendency of applications remains high, the government has decided to extend the special drive till March 17. Accordingly, district collectors have been asked to give personal attention to clearing pending applications. The collectors have been directed to treat this as priority and ensure that guidelines are scrupulously followed for disposal of pending applications in a time-bound manner, a circular issued by Chief Commissioner of Land Administration Navin Mittal on Monday said. The Government has subsequently issued guidelines for disposal of Dharani applications and communicated the same to the district collectors for compliance. The meeting will evolve modalities on the way forward with regard to the portal which drew flak from several sections, farmers in particular. The new Congress Government had therefore decided to go for a total revamp of the portal and replace Dharani with Bhumata rectifying the lapses in the existing system that are leading to teething troubles in the land registration processes. The government had constituted a five-member committee chaired by senior Congress leader M. Kodanda Reddy and retired bureaucrat Raymond Peter, land laws expert M. Sunil Kumar and retired special grade Deputy Collector B. Madhusudan as members. The Chief Commissioner of Land Administration has been made the member convenor of the committee.
