SIR: Political parties save the day as BLOs navigate unfamiliar territories to decide the electors’ fate

Enrolment of citizens in the ongoing process for the Special Intensive Revision of the electoral rolls could be only as successful as the Booth Level Officer is competent, or the elector is informed. House to house distribution of enumeration forms which has entered 10th day on Saturday amply proves the same. The only exceptions are the areas where political parties are actively participating to get to as many voters as possible. In majority of the areas, the BLOs are clueless about the areas and houses to be covered. Drawn from several departments which hardly have any public contact, they are unable to understand the vague maps given to them on the mobile app. Instead, several are visiting only the houses from where they are receiving calls, or those that the Booth Level Agents of political parties are taking them to. BLOs are drawn from 10-15 departments including Urban Development, Health, Women & Child Welfare, Education, Revenue, and even Road and Buildings. They have all kinds of job descriptions, such as record assistants, junior and senior …

Election Commission begins third phase of SIR across 16 states, 3 UTs

The Election Commission of India (ECI) on Thursday directed the chief electoral officers of 16 states and 3 Union Territories to commence the third phase of the Special Intensive Revision (SIR) of electoral rolls, a controversial exercise that will cover 367 million people between the end of May and the beginning of December as part of a staggered schedule. The Election Commission announced the rollout of the SIR Phase III of electoral rolls across 16 states and 3 UTs (Hindustan Times) Himachal Pradesh, Jammu & Kashmir and Ladakh were kept out of the current phase due to ongoing census operations and weather conditions in snow-bound areas, as per the official order issued by the ECI. First launched in Bihar late last year, SIR triggered a major electoral and legal controversy, especially after it led to the disenfranchisement of 2.71 million people in West Bengal during assembly polls last month. “I appeal to all electors to enthusiastically participate in the Phase III of Special Intensive Revision and fill their Enumeration Forms. SIR is being conducted with …

Party has left the building: The rise of parallel politics in Bengal

We had walked into a village in Jalpaiguri tucked between the Jaldhaka river and the Sonakhalo forest in North Bengal. Before we could speak, a woman asked us, “Are you from I-PAC?” Parties have not disappeared but have been functionally repurposed, with a parallel informational and mobilisational infrastructure built alongside them (PTI FILE) The question was unhesitating. It was also the most precise diagnosis of West Bengal’s contemporary politics. She did not ask what I-PAC was saying, or whether we knew anyone there. She asked whether we were from it. Confronted with outsiders showing up in a remote village to ask political questions, the most plausible explanation for her was that we belonged to a political consultancy. That misidentification tells something fundamental about how parties interact with voters. It would not have been possible five years ago. It is possible now because the political consultancy has acquired an organisational density and ground presence in West Bengal that has made it indistinguishable with — and in the everyday cognition of voters, possibly more substantial than — …
