The Government of Tamil Nadu’s white paper is a comprehensive analysis of the State’s financial status and economic conditions. Detailed like the white paper prepared by the DMK in 2021, the TVK’s 120-page document begins with an important line: ‘it is neither an exercise in retrospective blame nor a political statement’. In that spirit, this is a genuine exercise. It indeed offers an honest account of what went wrong with tax collection: a shrinking base and leakages embedded in both revenue collection and expenditure patterns. While its diagnosis is rigorous, what is not clear, however, is how the government is going to fix the leakages and manoeuvre the welfare that it has promised during its election campaign. The white paper lays bare the structural weaknesses facing Tamil Nadu’s economy and the possible course correction which in that sense has a lot more continuity with the earlier one submitted by the DMK. PCB Unveils Format-Based Central Contracts, Set for Next Fiscal Year

The Pakistan Cricket Board (PCB) has officially unveiled a new framework for awarding central contracts to players from the next fiscal year, which begins on July 01, 2026. However, there will be no changes in the national selection committee or the coaching staff. The PCB chairman, Mohsin Naqvi, confirmed at a press conference at a local hotel, made the announcements. He was accompanied by the High Performance Centre Director Aaqib Javed, Pakistan head coach Mike Hesson, PCB chief Medical Officer Dr Javed Mughal and other officials. The PCB chairman has also met all the Pakistan players across all formats at training camps in Lahore and explained to them the new central contract system. He also hinted during a media conference that several changes could be made within the PCB set-up. However, this announcement is solely based on the reformation of the new central contract system. Satheesan on Thursday (June 4, 2026) noted that “behind Kerala’s social achievements lies a fiscal structure that is under serious and growing strain.” The State currently faces a “large burden” of outstanding liabilities (₹5.07 lakh crore), committed expenditures (77% of total revenue receipts – TRR), and interest payments (20.9% of TRR), the document titled ‘Kerala’s Fiscal Health: A Status Report,’ noted. The State’s capital expenditure at 1.3% of its Gross State Domestic Product (GSDP) is “one of the lowest” among Indian states despite running one of the highest Fiscal Deficits, it said. “Kerala has been violating the basic tenet of ‘borrow to invest, growth will repay’ in a big way, weakening the growth generating capacity,” the White Paper said. A report of the Comptroller and Auditor General tabled in the Telangana assembly on Monday painted a picture of strained public finances in the state during 2024-25, marked by under-utilisation of the budget, poor revenue mobilisation, rising debt, and irregularities in tax administration. According to the report, the Telangana government was unable to utilise its budget in line with the targets set for the 2024-25 financial year, spending only ₹2,18,251 crore against the ₹2,74,058 crore projected in the budget under revenue and capital expenditure, which amounted to 80%. Under the revenue expenditure, the government had estimated spending ₹2,20,945 crore, but actual spending stood at ₹1,77,224 crore, which was also about 80% per cent of the estimate. In the 2026-27 Budget, the civic body has allocated Rs 250 crore under this head, slashed by nearly 20% compared to Rs 310.68 crore allocated last year. While presenting the Budget, the civic body — citing detailed estimates — admitted that only Rs 119.76 crore is projected to be utilised by the end of the current fiscal.
