GBA proposes to increase permissible deviation limit in building constructions from 5% to 15%

The five city corporations of Bengaluru have proposed to increase the permissible deviation limit in building constructions from the existing 5% to 15%, by amendingbuilding bylaws. The corporations have also proposed to impose a penalty for the regularisation of the deviation within permissible limits as a percentage of guidance value of the plot, indicating it is also a revenue-mopping exercise. The Greater Bengaluru Authority (GBA) has termed it a “people-friendly decision”.  “Due to the high land prices in Bengaluru and various unavoidable reasons, it has been observed that many plot owners have constructed buildings with certain deviations from the sanctioned plan, often leaving reduced setbacks and facing difficulties. Under the current rules, only up to 5% deviation can be regularised. As a result, many such buildings are unable to obtain Occupancy Certificates from City Corporations, making it difficult to get water supply and electricity connections,” M. In its report tabled in the State Legislature on Tuesday, the three-member commission led by former MP Dr. C. GBA announces penalties for trade licence renewals in Bengaluru

Maheshwar Rao has issued a circular outlining the process and conditions for renewal of trade licences across the five city corporations to streamline the renewal process while ensuring compliance with zoning, building, waste management and public health regulations.  Traders will be allowed to renew their trade licences for a period ranging from one to five financial years, from April to March, based on their preference. The renewal fee will be calculated only for the number of years sought by the applicant. The GBA has also laid down a graded penalty structure for delayed renewals. Traders who pay the licence fee between February 1 and February 28, will not be charged any penalty. Payments made between March 1 and March 31 will attract a penalty of 25% in addition to the licence fee. From April 1 onwards, a 100% penalty will be imposed along with the applicable licence fee. Maheshwar Rao, Chief Commissioner of the Greater Bengaluru Authority (GBA), inspected the Hennur–Bagalur Road white-topping work, J.C. Road white-topping, and the newly constructed Hoskerehalli flyover, late night on November 11. Approximately 5 km of the Hennur–Bagalur Road within the East City Corporation limits is being white-topped. Of this, one km on one side and 600 metres on the other have been completed. Mr. Rao has set a 25-day deadline to complete another 1.2 km stretch. Traffic will be restricted on a 1.2-km portion from Poorna Prajna School to Gubbi Cross, allowing two-way movement on the remaining half. Similar phased restrictions of 1–1.5 km segments will be implemented, as approved by the traffic police. To prevent congestion during the work, the Chief Commissioner directed the Deputy Commissioner of Police (North, Traffic) to deploy Home Guards to ensure that no vehicle is parked along the work zones, and that traffic flow is managed efficiently. The Bill was passed in the legislative assembly on Monday. Experts say GBA’s power should not extend to ward committees as this could restrict the participation of eligible citizens. They emphasise that GBA’s role should be confined to planning and coordination rather than controlling corporations or other bodies. Strengthening ward committees is crucial, they contend, since corporations are composed of wards, and at the grassroots level of a decentralised system, citizen participation is essential.
