File | Photo Credit: The Hindu The Supreme Court has declared that the safety of commuters against road accidents and the right to safe passage on highways are part of the fundamental right to life under Article 21 of the Constitution. “National Highways constitute approximately 2% of India’s total road length but account for nearly 30% of all road fatalities. A road, particularly a high-speed expressway, must not become a corridor of peril due to administrative lethargy or infrastructural gaps. The loss of even a single life to avoidable hazards like illegal parking or blackspots, etc., represents a failure of the state’s protective umbrella,” a Bench of Justices J.K. Maheshwari and Atul S. Today, one-third of the network is four-lane and above Another series of changes introduced over the years included using locally available materials for road building, with special emphasis on recycling. Backed by unprecedented budget allocations and large-scale mechanised construction, India has expanded its four-lane and above national highway network nearly six-fold in the last two decades, marking a structural shift in road capacity. For 2026-27, the Ministry of Road Transport and Highways (MoRTH) has been allocated Rs 3.09 lakh crore, almost a 20-fold increase from Rs 15,450 crore in 2009-10. The allocation for 2026-27 is about 2.5 times when compared to 2021-22. A significant jump of about 70 per cent was reported between 2021-22 and 2022-23 as the allocation increased from Rs1.23 lakh crore to Rs 2.08 lakh crore. The two sectors account for almost 47% of the total capital expenditure allocation for financial year 2026-27. Union Finance Minister Nirmala Sitharaman on Sunday announced Rs 12.2 lakh crore for capital expenditure in FY27. Of this, Rs 2.94 lakh crore has been allocated for Road Transport and Highways, and Rs 2.78 lakh crore for the Railways. With Internal and Extra Budgetary Resources (IEBR) of Rs 15,000 crore, the total capex of Railways for FY27 stands at Rs 2.93 lakh crore. It is followed by Defence, Telecommunication and Housing & Urban Affairs. Sitharaman announced seven high-speed rail corridors and one East-West dedicated freight corridor.
