Ladakh, one of the country’s two youngest Union Territories, is set to lead the way in demonstrating how caste will be enumerated for the first time in independent India. The second phase of the Census—the Population Enumeration (PE)—which starts on August 17 in Ladakh and other snow-bound areas, is likely to ask questions on 40 parameters and provide an open-ended column for caste enumeration. Open-column methodology As reported by The Hindu on July 6, the rehearsal, or the “pre-test” for the PE phase, was conducted from July 1 to 20 in 16 States and Union Territories, where respondents, other than Scheduled Caste and Scheduled Tribes, recorded their castes in an “open column”, or the enumerator noted a resident’s caste as declared by them. The methodology is likely to be retained in the final form. While the ongoing Census is India’s first digital Census, officials are making an exception for Ladakh by printing a sufficient number of paper schedules. NCERT Class 9 book describes judiciary as ‘impartial and independent’

The new Class 9 textbook describes the judiciary as an “impartial and independent institution” that safeguards citizens’ rights and upholds the spirit of the Constitution. Under a section titled ‘Separation of Powers’ in a chapter on democracy, the textbook highlights that the judiciary takes Public Interest Litigation (PIL) “from time to time to ensure access to justice for all”. In February, a controversy broke out over NCERT’s social science textbook for Class 8 part 2 which included a section on “corruption in the judiciary” in a chapter. The CPI has demanded that a comprehensive and independent investigation be done into the alleged irregularities in the DSC-2025 teacher recruitment process in Andhra Pradesh. In a statement on Tuesday, CPI State Secretary Gujjula Eswaraiah urged the government to order an immediate inquiry by an independent agency into allegations of malpractice, including reported lapses in the Sports Quota recruitment process and claims of question paper leaks. Mr. Eswaraiah said the DSC notification was among the first files signed by Chief Minister N. Chandrababu Naidu after his government assumed office. However, he alleged that despite nearly ten months having passed since then, the recruitment process had remained mired in controversies, legal disputes and administrative lapses. He said accusations had surfaced that some appointments were made without candidates appearing for the Teacher Eligibility Test (TET) or the DSC examination. He alleged that candidates originally selected under the prescribed recruitment norms were replaced by others under the Sports Quota category.
