Karnataka To Conduct Census Of Scheduled Castes From May 5 To 17

Bengaluru (Karnataka): Karnataka Chief Minister Siddaramaiah said on Monday that the state will conduct a census of Scheduled Castes (SCs) from May 5 to 17, and will collect detailed population data of all SC sub-castes in the state. The state government has formed a single-member commission, headed by retired High Court judge Nagamohan Das, to gather empirical data on the 101 castes within the Scheduled Castes category. Speaking at the press conference, Karnataka Chief Minister Siddaramaiah said, “We have started a caste-wise census of Scheduled Castes today. Justice Nagamohan Das is leading the commission to provide an accurate report for internal reservation. There are 101 castes listed under Scheduled Castes in Karnataka, including sub-groups like Left and Right Hand, Lamani, Korama, and Koracha. A long-gestating item on Karnataka chief minister Siddaramaiah’s policy wishlist finally made it to the agenda of a cabinet meeting on April 17. The consternation among the Congress’s own legislators, the aggravated tones in community debates in the state, perhaps beyond, all that had been building up. For, on the table was the 306-page report of the Karnataka Social and Educational Survey (KSES) 2015—the first caste census of recent times, predating that of Bihar and methodologically more comprehensive, to see the light of day. The report gives a detailed break-up of the caste composition of Karnataka’s population and, based on a weighted assessment of socio-economic, educational and employment parameters, recommends a hike in reservation quota for the Backward Classes, a demographic segment now confirmed as accounting for about 70 per cent. The H. Kantharaj Commission that conducted the Socio-Economic and Educational Survey in 2015 had identified 1,351 castes and sub castes from Karnataka at the time of survey. However, commission sources said that by the time survey was completed, it had the list of 1,821. Explaining the increase, sources said that these new castes were of those who had migrated to Karnataka from other States. “A column to mark new castes had been given to enumerators. The new castes have been identified here and many of them could belong to backward classes in their States.” A few names included Solanki, Sood, Punjabi Jat, and so on. Interestingly, many identified themselves by their language or State such as Odia, Malayalam, Gujarati, Rajasthani, Punjabi, Nepali, and others. There were also 398 caste names that could not be identified specifically. These constitute 3,750 individuals from 965 households, forming 0.006% of surveyed population. How many minorities? New Delhi: The Karnataka caste census report which was presented before a cabinet meeting chaired by Chief Minister Siddaramaiah on Friday recommended increasing reservation for Other Backward Classes (OBC) from 32 per cent to 51 per cent. In 2020, the Karnataka government headed by the BJP appointed Jayaprakash Hegde as the chief of the caste census commission, but the report was not made public. Mr Hegde submitted the final report to the Siddaramaiah government in February 2024. The Jayaprakash Hegde commission also recommended restructuring the classification within the OBC categories, according to the report. The Siddaramaiah government will take a decision on the commission’s recommendations on April 17. Siddaramaiah, while receiving the report, said it would be placed before the Cabinet at the next meeting. The Cabinet will decide if the survey recommendations will be accepted or not. The report was expected to be released during the elections to five states last November but got delayed amid opposition to its release by the state’s influential Vokkaliga and Lingayat communities. Why is the report considered divisive? The survey has been opposed by the state’s two dominant communities, the Lingayats and Vokkaligas, who fear that the survey will reveal their numbers are far less than estimated. Accordingly, both communities have already called the survey unscientific. But the report is eagerly awaited by the state’s Backward Classes, SC-STs and minorities, who are traditionally allied with the Congress, and whose numbers are likely to see a rise. A version of the report, which got “leaked” in 2018, indicated that the Lingayats and Vokkaligas constituted only 9.8% and 8.2% of Karnataka’s six-crore population, instead of the 17% and 15% that is usually assumed.
