India’s maritime regulator has indicated that two Indian seafarers trapped during a fire on the oil tanker ‘Sky Light’, which was hit during the Iran–Israel conflict near Oman’s Khasab port on March 1, may not have had equipment onboard to break porthole glass for emergency escape, a safety gap that may have led to the death of the vessel’s captain, Ashish Kumar from Bihar. In a safety advisory issued on March 6 for Indian seafarers and shipping stakeholders operating in the Persian Gulf, Strait of Hormuz and nearby waters, the Directorate General of Shipping (DG Shipping) in Mumbai noted that in a recent incident of a vessel coming under attack, crew members were trapped inside the accommodation area when fire engulfed it from both sides. The only possible escape route was through the front portholes, but “there may not have been adequate provisions or equipment available to break the glass panels for emergency escape,” the advisory states. New Delhi, The Delhi High Court on Friday upheld the validity of a prison authorities’ order mandating a one-year “watch period” for convicts before becoming eligible for furlough upon returning to jail after their appeals against conviction are dismissed. HC upholds validity of rule mandating 1-year ‘watch period’ for convicts before furlough The high court passed the judgment while dismissing a petition seeking to declare a clause of a 2019 standing order issued by the Director General as ultra vires the Constitution, being violative of Article 14 and 21 and the Delhi Prison Act and Rules. The court also refused to grant the alternative place that, in place of a one-year watch period, a period of six months would be reasonable. A bench of Chief Justice Devendra Kumar Upadhyaya and Justice Tushar Rao Gedela observed that the standing order was issued in exercise of general administrative powers of the DGP and does not infringe on any provision in the Delhi Prisons Act or the Delhi Prisons Rules. Seed sellers and distributors have been thrown off guard by a recent notification issued by the Central government, which mandates printing of QR codes as well as printed literature inside seed packets for the upcoming kharif season. With seed packets already shipped out, seed companies as well as dealers say the circular dated April 11 has been issued too late and needs to be relooked. The circular, signed by Dilip Kumar Srivastava, Deputy Commissioner of Agriculture and Famer’s Welfare Department, said “all seed selling agencies/companies are required to include a QR code on every seed packet, which links to information on the recommended package of practices in vernacular languages. In addition, a printed copy of this information must also be provided with the seed packet.” The circular has exempted packets that have 100 grams of seeds or less from the printed copy, but the QR code has to be included. Student groups oppose SPPU circular mandating 8-day notice for protests | Pune News

Several student groups protested against Savitribai Phule Pune University’s (SPPU) recent circular that mandated an eight-day notice period for permission for any protest on campus on Monday. Students and volunteers from the National Students Union of India (NSUI), Bhim Army Students Federation, Nationalist Student Congress, University Student Struggle Action Committee, Samyak Vidyarthi Andolan, New Samajwadi Alternative, and Yuvak Kranti Dal were involved in the protest. In a circular issued on December 30, SPPU declared that permission for any meetings, sit-ins, protests, or similar programmes must be obtainedfrom the university administration eight days prior to the event. The circular added that appropriate action will be taken against any such events organised without permission. The Delhi high court has dismissed a plea seeking to mandate doctors to explain all the possible risks and side effects of a prescribed drug to a patient saying that the legislature has elected to impose this duty on the manufacturer and the pharmacist. The court said the directions could not be issued as the plea acknowledged the existence of legislation.
