Forty-six insurgents from the banned underground outfit Kangleipak Communist Party (People’s War Group) (KCP-PWG) surrendered to the Manipur government on Tuesday, during the Centre’s rehabilitation programme, the “Home Coming Ceremony,” organised by Manipur Home Department at the headquarters of the inspector general of Assam Rifles (South) in Mantripukhri, Imphal West. The cadres also handed over 28 arms, ammunition and other weapons. CM described the surrender as a positive step towards restoring peace in the state. In February, three months before the Commission was due to submit its report, Justice Ajay Lamba, former Chief Justice of the Gauhati High Court and head of the Commission, resigned and the Centre had announced the appointment of former Supreme Court judge Justice Balbir Singh Chauhan as the new chairman. Other members of the Commission are retired IAS officer Himanshu Sekhar Das and retired IPS officer Aloka Prabhakar. According to the MHA notification issued on Thursday, the Commission will now submit its report to the Central government as soon as possible but “not later than November 20, 2026”. The Manipur government on Sunday extended the suspension of mobile internet and data services, including VPN access, in five districts of the ethnic violence-hit state for two more days. The ethnic violence in Manipur has claimed at least 260 lives and displaced around 60,000 people since May 2023. (Sourced) The services were suspended, and curfew was imposed in parts of the state after two people were killed and 29 others injured on Tuesday as security forces allegedly fired at a mob that stormed a paramilitary camp in Bishnupur. A bench of Chief Justice of India Surya Kant and Justices Joymalya Bagchi and Vipul M Pancholi issued the direction after perusing the status report filed by former Maharashtra DGP Dattatray Padsalgikar, who is monitoring the investigations. The SC had appointed Padsalgikar on August 11, 2023, to supervise the probe by the CBI and state police in Manipur, and asked him to also “investigate the allegations that certain police officers colluded with perpetrators of violence (including sexual violence) during the conflict”. The Manipur Government Monday constituted a state-level committee to review the implementation of the Inner Line Permit (ILP) system after 29 people were found to have been issued ILP in violation of guidelines. The 29 individuals were apprehended at Mayang Imphal in Imphal West district during a raid conducted on Saturday. Manipur Chief Minister N Biren Singh said the raid was conducted following a tip-off that a group of Bangladeshis illegally entered the state. But all 29 people turned out to be residents of Assam. “The 29 individuals were working in a bakery under the Labour Category of ILP – which upon verification through Deputy Commissioner, Imphal West was found to have been issued not in compliance with Manipur ILP guidelines, 2019.
