In a social media post, the Chief Minister said that her government intends to constitute five new Cultural and Development Boards for the Munda (ST), Kora (ST), Dom (SC), Kumbhakar (OBC) and Sadgope (OBC) communities. “These communities are integral to the vibrant fabric of Bengal. My heartiest congratulations to all of them. These boards will protect their unique languages and traditions while ensuring better education, healthcare, and jobs. They will safeguard customary rights and bring further socio-economic growth,” Ms. Banerjee said. The announcement comes days after President Droupadi Murmu, while pointing out at a breach of protocol at an event attended by her in Darjeeling district, had stated that the West Bengal government was not serious about development of Scheduled Tribes. …

The Parliamentary standing committee on social justice and empowerment has flagged concerns over budget cuts, under-utilisation of funds, and implementation gaps across ministries responsible for welfare schemes for minorities, tribals, persons with disabilities, and other marginalised groups. Parliament committee raises alarm over budget cuts The 31-member committee, chaired by Bharatiya Janata Party (BJP) lawmaker P. C. Mohan, said in its report on the demands for grants of the ministry of minority affairs for 2026-27 that the ministry had proposed a budget allocation of ₹4,758.37 crore for various schemes but received only ₹3,400 crore from the ministry of finance — about 28.5% less than the proposed amount. The committee also highlighted cuts in Waqf-related schemes. The ministry had proposed ₹50.01 crore for the Qaumi Waqf Boards Taraqquiti Scheme and the Sahari Waqf Sampati Vikas Yojana but was allocated only ₹32 crore — a reduction of about 36%. Between 2023-24 and 2025-26, the schemes had a budget estimate of ₹46 crore, which was later revised downward to ₹24.6 crore, while actual spending amounted to only ₹12.28 crore. …

Gujarat indicated at a better utilisation of funds provisioned for the development of SC, ST (Scheduled Tribes), and OBCs (Other Backward Classes) in 2022-23 compared to the previous year, even as Rs 22 crore was left unutilised of the Rs 3,000-odd crore that was allocated in the financial year 2022-23, the state government submitted in response to a question. In response to the question by Congress MLA Kanti Kharadi on budgetary provision utilisation of the Social Justice and Welfare Department for the amount provisioned for the development of SC, ST, and OBCs, the state submitted that of the Rs 2,470 crore provisioned in the budget in 2021-22, funds worth Rs 30.97 crore were left unutilised. The year 2022-23 saw a better utilisation – of Rs 3,085 crores provisioned in the budget, Rs 22 crores was left unutilised. The state government, giving its reasons for the non-utilisation of the budget, submitted that owing to COVID-19 in the year 2021-22, students were not in hostels, ashramshalas, government hostels, or residential schools, and coaching classes too were halted. …
