2 min readNew DelhiJul 16, 2026 12:56 AM IST The Election Commission of India on Wednesday announced a revised schedule for the Special Intensive Revision (SIR) of electoral roll in Delhi as only around 15% of enumeration forms have been digitised so far. The house-to-house visits by Booth Level Officers (BLOs), which began on June 30 and was originally scheduled to conclude by July 29, will now continue till August 8. The final electoral roll will now be published on October 19 instead of October 10. The national capital has more than 1.45 crore voters. While enumeration forms have been distributed to over 99% of these electors, forms of only around 21.75 lakh or 14.99% electors have been digitised so far, shows data provided by the Chief Electoral Office (CEO) of Delhi. “We have extended the deadlines so that the least number of people are excluded from the draft rolls,” an official from the CEO office said. “If BLOs are given more time to complete their work, the digitisation and verification processes will see less …

At present, the pre-SIR activity involves BLOs comparing the 2002 electoral roll with the current one. Every voter’s name must be traceable to the 2002 list to pass scrutiny. Young voters, whose names would not appear in the 24-year-old roll, must show that their parents’ names were on it. Acting on orders of the Supreme Court and recommendations of Calcutta High Court Chief Justice Sujoy Paul, the EC set up the appellate authority, naming 19 former judges as the single-member tribunals for the 23 districts. While most of the judges were named for a single district, three were assigned multiple districts. The 19 former judges included former Calcutta High Court Chief Justice T S Sivagnanam, who was named the appellate authority for North 24 Parganas and Kolkata. “Consequent upon the publication of the supplementary electoral roll, appellant may file appeals against the orders passed by the designated Judicial Officers in accordance with this notification,” the EC order said. The Election Commission of India (ECI) reiterated Tuesday that it is entitled to examine the citizenship of a person for the purpose of inclusion or exclusion from the voters’ list. “Under Article 326 and also The Representation of People Act, 1950, and The Registration of Electors Rules, 1960, all taken together, the EC, of course not (by) itself but through the officer who is designated… the Electoral Registration Officer (ERO) is competent to take a view,” Senior Advocate Rakesh Dwivedi appearing for the poll body told a bench of CJI Surya Kant and Justice Joymalya Bagchi. The bench is hearing petitions challenging the constitutional validity of the SIR exercise being undertaken in various states. “An inquisitorial enquiry about citizenship can happen…for specific purposes, (it can) enquire into citizenship,” he said. Raising the issue of Booth Level Officers’ (BLO) death during the Special Intensive Revision (SIR) of electoral roll, on the third day of the Assembly session on Tuesday, the Opposition sought a debate on the matter and demanded the government to provide jobs to the kin of the deceased. “The time provided was less than three weeks. IN THE draft electoral roll published under the Special Intensive Revision (SIR) campaign in Gujarat on Friday, a total of 73,73,327 voters have been removed from the electoral roll. Chief Electoral Officer Hareet Shukla in an official statement said that out of a total of 5,08,43,436 voters, enumeration forms have been received from 4,34,70,109 voters within the stipulated time limit. All these enumeration forms have been completely digitised, he added. Among these, while the highest number is of voters who have permanently migrated (40,25,553) followed by the deceased voters (18,07,278), absent voters (9,69,662), voters registered at two places (3,81,470) and 1,89,364 voters categorised under ‘others’. “Before the publication of the draft electoral roll, a total of 5,08,43,436 voters were registered in the state. After the publication of the draft electoral roll, the total number of voters remains at 4,34,70,109.
