The Central Bureau of Investigation (CBI) has alleged that the NEET-UG 2026 paper leak was orchestrated through an extensive digital network in which confidential examination papers were circulated via WhatsApp, Telegram and electronic files several days before the examination. In a chargesheet filed before the Special CBI Court at Rouse Avenue, the agency claimed that forensic analysis of seized mobile phones and other electronic devices uncovered chats, PDF documents, photographs of question papers and other digital records that helped investigators trace the alleged movement of the leaked paper from National Testing Agency (NTA) subject experts to intermediaries and eventually to candidates. The Supreme Court on Tuesday directed the release of student protesters who are below 18 years of age and have no criminal record, while restraining authorities from taking coercive action against eligible protesters in connection with the recent nationwide agitation over the alleged NEET paper leak. A bench headed by Chief Justice of India Surya Kant, and comprising Justices Joymalya Bagchi and V. Mohana, issued a series of interim directions while hearing petitions alleging police excesses during the demonstrations. SC orders preservation of digital evidence The apex court directed all states where protests were held to preserve electronic and digital evidence related to the demonstrations. The order covers CCTV footage, drone recordings, body-camera footage, wireless communication records, Police Control Room (PCR) logs and other digital material linked to the protests. The bench also directed that any digital data collected on protesters be preserved but not disclosed publicly. The Supreme Court on Tuesday said it may constitute a Special Investigation Team (SIT) to ensure a fair, transparent and thorough investigation into allegations of police excesses and incidents of violence during the recent nationwide protests over alleged irregularities in examinations and the NEET paper leak. Mohana, made the observations while hearing a batch of petitions alleging police brutality against students during the demonstrations. Court considers independent probe At the outset of the hearing, the bench questioned why there should not be an independent investigation into the allegations of police excesses. “Whosoever committed excesses, took law in their hands should be taken to task,” the Chief Justice said. After hearing submissions from the parties, the bench observed that an impartial investigation into all allegations relating to police action against student protesters was necessary. “Once there is violation of defined protocol, law must take care of it,” the bench said.
