Basic civic needs like bitumen roads, water supply, electricity connection and a government hospital still remain a distant dream for residents in the hills. Formed in 1977, Anaicut Assembly seat covers more than 70 farming and tribal villages, mostly in the hills that come under Vellore and Anaicut panchayat unions. Residents of many tribal hamlets in these hills have to walk on muddy pathways to reach towns and villages in the plains. “A proper bitumen road is a pre-requisite to envisage other basic amenities like water supply, power connection and fair price shop. (AFP file photo) The Bombay High Court has directed the Brihanmumbai Municipal Corporation (BMC) to ensure sufficient toilet facilities in slum areas across Mumbai, including those on encroached municipal or government land. Observing that access to adequate sanitation is a basic human right under Article 21 (Right to Life) of the Constitution, the court said, “In our opinion, making adequate provisions for toilets/sanitation facilities concerns the basic human rights under Article 21 of the Constitution.” The HC noted that the BMC, particularly when the land belongs to it, is duty-bound to provide and maintain enough toilets “so that the hygiene and health of the slum dwellers is looked after.” This obligation applies to all slums in Mumbai, the court added. A statewide survey by the Central Maharashtra Association of Resident Doctors (Central MARD) in 2025, has uncovered alarming deficiencies in security, hostel facilities, stipend disbursement and infrastructure across 18 government medical colleges, affecting more than 5,800 postgraduate resident doctors. The findings, released on Friday (December 12, 2025), point to a systemic crisis that compromises doctors’ safety and patient care.  The survey covered major institutions including Sir J.J. Hospital and Grant Medical College in Mumbai, BJGMC Pune, and GMC Nagpur among others. The survey found that security shortfalls remain the most pressing concern, with an average 25% deficit in guard deployment across hospitals. Kerala HC seeks report on steps taken to ensure safety of doctors, staff at hospitals While the average sanctioned strength is about 200 guards per institution, only around 150 are deployed, leaving critical areas such as OPD (Outpatient Department), casualty wards, hostels and campus zones vulnerable. “This gap has resulted in increased incidents of violence, harassment and unauthorised entry into restricted areas, including hostels,” the report stated. In any urban metropolitan setup, public toilets are a basic civic necessity, meant to offer comfort and ease to citizens and visitors. But in Gurugram, they tell a story of decay; of locked doors, foul stench and facilities so unusable that many residents would rather risk relieving themselves in open spaces.
