Image for representation only. | Photo Credit: File Describing the proposed amendment to the National Food Security Act (NFSA), which seeks to change the entitlement criteria under the Antyodaya Anna Yojana (AAY) from a household-based system to a per capita system, as “anti-poor”, the CPI(M) on Tuesday accused the Union government of attempting to gradually dilute and weaken the legislation. The party demanded that the proposed amendment be withdrawn immediately. The government has proposed increasing the food grain entitlement to 7 kg per person from the present 5 kg per person. This change does not help larger households either, the CPI(M) Polit Bureau said in a statement, pointing out that the entitlement would continue to remain capped at 35 kg per month, regardless of family size. At the same time, the party said it would substantially reduce the food grain entitlement of smaller households, which are currently guaranteed the full 35 kg under the existing scheme. Govt hikes wheat allocation of 9 states, still 12-20% less than pre-cut quantity in 2022

Although the Centre increased wheat allocation under the National Food Security Act, 2013 / Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) for nine of the 10 states/UT after two years, the states will still receive 12-20% less wheat per month compared to their pre-cut allocations in May 2022. According to the Union Food Ministry order issued on September 24, 2024, effective from October-November 2024, the nine states, which account for 54.41 crore (67%) of total the NFSA/PMGKAY beneficiaries, will collectively receive 12.26 lakh metric tonnes of wheat per month, an increase of 3.09 lakh metric tonnes from their current allocation of 9.17 lakh metric tonnes, but 2.81 lakh metric tonnes (18.64%) lower than their pre-cut allocation of 15.07 lakh metric tonnes before June 2022. On May 13, 2022, the Centre reduced the wheat allocations for nine states and one UT — Bihar, Gujarat, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Tamil Nadu, Uttar Pradesh, West Bengal, and Delhi — starting June 2022. The beneficiary families which used to pay ₹1 for coarse cereals, ₹2 for wheat and ₹3 for rice per kg will now get 35kg of foodgrains free for the next one year and others will get 5kg for free in a month till December 2023. The Centre has estimated an additional amount of ₹2 lakh crore for the scheme. Briefing the decision after the meeting of the Cabinet, Union Food Minister Piyush Goyal said the move was yet another reflection of Prime Minister Narendra Modi’s pro-poor stand.
