(HT File) According to the inspection report submitted with the NGT, the inspection was carried out on April 21 in which the committee found that untreated leachate from the dumping site was flowing into nearby agricultural fields during rains, creating risk of pollution and groundwater contamination. The panel said fresh waste was not being scientifically processed and large heaps of old “legacy waste” were lying untreated at the site. It also found that waste processing capacity was much lower than the daily waste generated, leading to continuous piling up of garbage. The report highlighted that no groundwater monitoring system, proper fire safety arrangements or vehicle washing facility existed at the site. An apple orchardist in Mashobra block of Shimla district has suffered losses amounting to nearly Rs 40 lakh after repeated collapse of crate walls during the ongoing four-lane project on the Kaithlighat-Dhalli section of National Highway-5 allegedly damaged his orchard land and around 550 fruit-bearing apple plants, the Himachal Pradesh Horticulture Department informed the National Green Tribunal (NGT) on Tuesday. The disclosure was made during the hearing of a petition filed by orchardist Narender Singh Rathore, who alleged that highway widening work in the ecologically fragile stretch beyond Dhalli town had caused severe environmental degradation, landslides and damage to his orchard land. Two inspections conducted Secretary (Horticulture) C Paulrasu informed the Tribunal that inspections were conducted following complaints regarding damage caused by collapsing crate walls near the construction site. “The first inspection was carried out by the Horticulture Development Officer, Mashobra, on June 10, 2025. The value of the damaged fruit plants was calculated in accordance with the government-approved Harbans Singh Formula,” the report submitted before the Tribunal stated. MURALI KUMAR The National Green Tribunal’s Southern Zone bench in Chennai has directed all six southern States and Puducherry to ensure “strict and time-bound implementation” of their State Action Plans (SAP) under the National Clean Air Programme (NCAP), in a common judgment that flags persistent particulate pollution across the region and warns that continued under-utilisation of clean air funds could attract environmental compensation. The tribunal recorded that Karnataka had received ₹597.54 crore between 2019-20 and 2023-24, with Bengaluru alone receiving ₹541.1 crore but utilising only 13% by October 2024. A subsequent affidavit submitted by the Ministry of Environment, Forest and Climate Change reported that 76% of total funds released up to 2025-26 had been utilised by September 2025. However, the bench flagged that more than 86% of utilised funds went to road dust control, with just 6.6% on vehicular emissions and 4.1% on biomass burning — describing this as “disproportionate expenditure” that must be “rationalised”. The NGT principal bench comprised of chairperson Justice Prakash Shrivastava and expert members A Senthil Vel and Afroz Ahmad passed the order on April 16, while hearing an ongoing execution application on compliance of its 2021 order. The Tribunal had directed cricket associations to regulate groundwater extraction and ensure effective rainwater harvesting for maintenance of cricket grounds. (Vipin Kumar/HT photo) The New Delhi Municipal Council (NDMC) in a submission before the National Green Tribunal (NGT) stated that it has initiated a crackdown on pigeon feeding spots within its jurisdiction by issuing challans to those who feed pigeons in public areas. According to NDMC data, the council has issued 76 challans since the start of 2026, in addition to conducting regular cleaning drives at prominent pigeon feeding points. The April 9 submission, uploaded on April 17, follows a plea filed by school student Armaan Palliwal before the tribunal last May, which flagged the health impacts caused by pigeons. In the plea, seen by HT, the student said that feeding and proliferation of pigeons leads to droppings on footpaths, pavements and traffic islands. The plea stated that when these points are cleaned, the toxic particulates from dried droppings mix with dust and pollute the environment, causing health impacts – including serious lung diseases such as hypersensitivity pneumonitis, which causes …

New Delhi, The National Green Tribunal has dismissed an appeal by Bharat Petroleum Corporation Limited against the imposition of a ₹1 crore fine for failing to install a vapour recovery system in its storage terminals. A landmark 2021 judgment by the Supreme Court was unequivocal: the National Green Tribunal (NGT) is not a mere adjudicatory body but a “specialized” protector tasked with fostering environmental justice and equity. Affirming the NGT’s powers, the apex court underlined that these were the pivotal threads weaved into the Tribunal’s very fabric to safeguard public interest against ecological degradation. Today, those threads are fraying under the weight of a startling shift. An investigation by The Indian Express of over 100,000 NGT orders since 2020 reveals a deepening asymmetry. In matters of environmental and forest clearances (EC/FC), the Tribunal has ruled in favour of project developers in four out of every five cases — either by upholding a contested clearance or staying its denial. The National Green Tribunal (NGT) has directed the Lakshadweep Tourism Development Corporation (LTDC) Limited to ensure all tourism related activities shall be undertaken within the overall carrying capacity of the islands and with adequate environmental safeguards.
