Documents accessed by The Hindu show that during this period, four inmates from the correctional home died at North Bengal Medical College and Hospital, while three deaths were reported at Jalpaiguri District Hospital. An official said that while several patients have recovered, almost half of the 92 inmates affected by HSV-1 and HSV-2 had to be either segregated or put under treatment at State-run health facilities. Granting bail to an accused arrested in 2021 for allegedly possessing banned narcotics substance mephedrone (MD), the Bombay High Court on Friday observed that Arthur Road jail (Mumbai Central Prison) is overcrowded by five to six times the sanctioned inmate capacity, leading to ‘inhumane’ situation. The bench noted that while it had to balance between two priorities between overcrowding prisons and addiction of drugs being a serious issue for society at large, there was an ambiguity in recording the correct weight of contraband at the time of seizure and that the accused was incarcerated for nearly four years without conclusion of trial. A single-judge bench of Justice Milind N Jadhav on February 7 was hearing bail plea by one Sameer Latif Shaikh argued through advocate Nimesh Mehta. Shaikh was booked and arrested by Narcotics Control Bureau(NCB) in June, 2021 for possessing 52 grams of MD, which is 2 grams above commercial quantity under Narcotics Drug and Psychotropic Substances (NDPS) Act.
