Chandigarh: 67% spine surgery patients at PGI reaped benefit of PM-JAY in 2 years, revels study

In two years, 67% of the total patients having undergone spine surgeries at the Post Graduate Institute of Medical Education and Research (PGIMER) were benefited by Pradhan Mantri Jan Arogya Yojna, covering treatment upto ₹5 lakh per year per family, a study conducted by orthopaedics department has revealed. PM-JAY utilisation increased from 58.7% in 2023 to 73.5% in 2024 with a decline in self-paid procedures from 37.8 to 18.9%. (HT) From January 2023 to December 2024, 410 patients underwent spine surgeries in PGI and out of these 276 received financial aid under the central government scheme. The study, titled “impact of Ayushman Bharat (PM-JAY) on access to spine surgery at a tertiary care centre in north India: a retrospective analysis” has been conducted by Dr Vishal Kumar, professor in department of orthopedic surgery along with Dr Sarvdeep Singh Dhatt. The team noted that spine surgery is among the most financially demanding areas of modern healthcare, making it a critical test case for the effectiveness of public health insurance. Considering the prosecution argument that doctors and management of Khyati Multi-Speciality Hospital had “adopted unethical medical practice to earn illegal money” under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana or PMJAY scheme, the Sessions Court of Ahmedabad, on Friday, rejected the regular bail pleas of visiting cardiologist Dr Prashant Vazirani as well as Chief Executive Officer Rahul Jain. Vazirani, who is accused of performing angiography and angioplasty on the patients under the PMJAY scheme, had submitted in his application that the two patients, who died, “had developed complications, which are known and inherent in the procedure” and that there had been “no negligence or rash act” by the doctor. Vazirani’s lawyer S V Thakkar argued that the 37-year-old was the “sole breadwinner of his family” and had “no past antecedent”. Thakkar submitted, “After angiography he (Vazirani) found nine patients were normal and 10 had coronary artery disease and he advised only seven patients for angioplasty. The Principal District and Sessions Judge of Ahmedabad Rural court Friday junked the regular bail application filed by Khyati Multispeciality Hospital director Rajshri Kothari while rejecting her council’s defence that she was a “non-executive director” and “did not financially benefit from the hospital”. The court also stated that the hospital conducted angiography and angioplasty “against medical protocol with the intention to illegally avail money from the government”. Earlier, a chargesheet was filed against the owners and employees of Khyati Multispeciality Hospital pertaining to the deaths of two Pradhan Mantri Jan Arogya Yojana (PMJAY) scheme beneficiaries from Borisana village of Kadi in Mehsana district.  The victims, Mahesh Girdhar Barot (52) and Nagar Moti Senma (75), lost their lives on November 11, 2024, after undergoing what the health department’s expert committee called “completely unnecessary” angioplasty surgeries. The Ahmedabad City police on Saturday arrested the chairman of Khyati Multispeciality Hospital in connection with Pradhan Mantri Jan Arogya Yojana (PMJAY) racket where two men died while undergoing allegedly “completely unnecessary” angioplasty surgeries. Kartik Jasu Manilal Patel, 59, the majority investor and chairman of Ahmedabad Bariatrics and Cosmetics Pvt Ltd was apprehended when he landed at Sardar Vallabhbhai Patel International Airport in Ahmedabad. Patel, who was believed to be in Australia at the time when police registered the multiple cases, was one of the nine owners of Khyati Multispeciality Hospital where the racket of issuing fake beneficiary cards under PMJAY scheme was busted last November. The police had earlier arrested the other owners of the hospital. Patel’s arrest comes 66 days after the three FIRs were filed against him on November 13, 2024. “Patel landed in Ahmedabad from Dubai, flying in economy class of an Emirates flight,” Deputy Commissioner of Police Ajit Rajian confirmed to The Indian Express. The police have arrested the chairman of a private hospital in Gujarat’s Ahmedabad, who evaded arrest for more than two months in connection with the deaths of two PMJAY beneficiaries after botched angioplasty procedures, an official said on Saturday. Kartik Patel, the chairman of Khyati Multispeciality Hospital, was arrested after he landed at the Ahmedabad airport from Dubai late on Friday night, inspector V B Aal of the Ahmedabad crime branch said. Seven persons underwent angioplasty, a procedure that widens blocked or narrowed coronary arteries to improve blood flow to the heart, at Khyati Multispeciality Hospital on November 11, last year, following which two of them died, prompting Vastrapur police to register three FIRs the next day. The probe showed the hospital organised free check-up camps in villages to convince Pradhan Mantri Jan Arogya Yojana (PMJAY) cardholders to undergo angioplasty despite no medical necessity. The former General Manager of the Pradhan Mantri Jan Arogya Yojana-Mukhyamantri Amrutam (PMJAY-MA) scheme in Gujarat, Dr Shaileshkumar Amrutlal Anand, who was transferred from the prestigious post in the national health insurance scheme to a village just two days after the alleged racket was busted at Khyati Multispeciality Hospital, has been arrested along with two other persons by the Detection of Crime Branch (DCB) in Ahmedabad. Dr Anand, Nikhil Ghanshyam Parekh and Milap Ramesh Patel were arrested on December 26 for allegedly being part of the conspiracy to grant approval of PMJAY cards to people ineligible to be beneficiaries under the scheme, besides the charges of forgery and criminal breach of trust. On Friday, the local court granted the Crime Branch three days’ remand of the accused. Ahmedabad: The health department in Gujarat has debarred five hospitals and two doctors from participating in the Pradhan Mantri Jan Arogya Yojana (PMJAY) and Maa Yojana after an inspection of the facilities indicated multiple irregularities, a state government statement said on Monday. Five empanelled hospitals — two in Patan district, one each in Dahod, Ahmedabad and Aravalli districts — and two doctors were suspended under PMJAY in the last one week for irregularities, the health department said (FILE PHOTO/Representative Image) Between December 2 and December 8, the State Anti-Fraud Unit (SAFU), working alongside expert doctors, conducted thorough inspections of suspected facilities. Their investigations indicated various fraudulent activities, including manipulated laboratory reports, inadequate infrastructure, and violations of scheme guidelines. Since January 2024, the health department has suspended a total of 12 hospitals for violating PMJAY guidelines. “We will not tolerate inhumane activities by hospitals and doctors exploiting this scheme for financial gain.
