The Punjab Vidhan Sabha Tuesday passed the Punjab Abadi Deh (Record of Rights) Amendment Bill, 2025, Indian Stamp (Punjab Second Amendment) Bill, 2025, and the Punjab Land Revenue (Amendment) Bill, 2025. The Bills were passed during the one-day special session called to pass a resolution against the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) Act (VB-G RAM G). Revenue, Rehabilitation and Disaster Management Minister Hardeep Singh Mundian said the amendment to the Indian Stamp Act, 1899 rationalises stamp duty related to deposit of title deeds, hypothecation and equitable mortgage by removing duplication of levy for the same loan transaction. The Punjab Abadi Deh Bill reduces timelines for objections and appeals will speed up implementation of “Mera Ghar Mere Naam” Scheme, ensuring timely ownership rights to residents of ‘Abadi Deh’ areas, he said. The minister said amendments to the Punjab Land Revenue Act, 1887 will expedite disposal of cases before revenue authorities, prevent unnecessary summoning of non-litigants and accord legal sanctity to digital records and digital signatures. Punjab being a border state is confronting severe internal security challenges and various jails currently house high-risk inmates, including those involved in anti-national activities, individuals linked with international agencies, terrorists, category ‘A’ gangsters, smugglers and dangerous criminals, who attempt to operate their criminal networks from within prisons, said Bhullar in a statement. The minister said that amending the Prisoners Transfer Act of 1950 had become imperative to establish a legal mechanism for transferring undertrial prisoners between states. “The existing legislation lacked provisions allowing Punjab’s imprisoned undertrials to be relocated to jails in other states,” he noted. Chief Minister Bhagwant Mann said the amendment aims to ensure control over illegal colonies besides providing relief to small plotholders. “It will serve as a major reprieve for the common man as this amendment aims to overcome problems faced by the public in registration of their plots and check the development of unauthorised colonies.
