Kharge flags expunction of ‘large portions’ of speech during Motion of Thanks, seeks restoration

4 min readNew DelhiFeb 13, 2026 02:39 PM IST Congress President and Leader of Opposition in Rajya Sabha Mallikarjun Kharge Friday flagged in the House that a large portion of the speech he made on February 4 during the Motion of Thanks on the President’s Address, including comments criticising certain policies of the Prime Minister, were “either expunged or removed” without proper justification or rationale. Kharge said this violated the freedom of expression guaranteed to Members of Parliament under Article 105(1) of the Constitution and urged Rajya Sabha chairman C P Radhakrishnan to consider restoring the expunged portions. He asserted that he had not made any unparliamentary remarks that merited expunction, and the remarks fell within the scope of the Motion of Thanks. The senior Congress leader added that if he did not receive justice in this matter, he would be compelled to share the unrecorded version with the public. The Narendra Modi government will purchase all farm produce at minimum support price, Union Agriculture Minister Shivraj Singh Chouhan said in Rajya Sabha on Friday. He gave the assurance while answering supplementaries during Question Hour on the issue of MSP to farmers. The assertion came on a day when farmers embarked on a foot march to Delhi with a charter of demands, which includes a legal backing to MSP. “I want to assure the house through you that all produce of farmers will be purchased at minimum support price. This is the Modi government and the guarantee to fulfil Modi’s guarantee,” Chouhan told the house. “When our friends from the other side were in power, they had stated on record that they cannot accept the M S Swaminathan Commission recommendations, especially on giving 50 per cent more than the cost of produce. Mr. Samantray and Mr. Khuntia came to Odisha Assembly and filed the nomination in presence of Chief Minister Naveen Patnaik. Their election to the Upper House of Parliament is foregone conclusion as the BJD has 109 members (four expelled from the party) in the 147-member Assembly. The three candidates need 38 first preference votes each to win the election. The confusion is prevailing over the third candidate as they are falling short of four votes even after getting the support of an independent MLA. New Delhi: Trinamool MP Derek O’Brien has been suspended from the Rajya Sabha for the rest of this session for  “unruly behaviour”, as Parliament resumed amid tension over the major security breach in the Lok Sabha last afternoon. Mr O’Brien had demanded a discussion on the incident, in which two men jumped from the visitors’ gallery into the Lok Sabha and burst yellow smoke canisters. An apoplectic Rajya Sabha Chair Jagdeep Dhankhar named the Bengal politician and directed he leave the House immediately.  “Derek O’Brien is named to leave the House immediately… Derek O’Brien says he will defy the Chair… Derek O’Brien says he will not respect the rules.
