Photo: repository.education.gov.in Kerala, Tamil Nadu, and West Bengal have received zero funds from the Centre’s share under the Ministry of Education’s flagship Samagra Shiksha scheme (SSA) for the financial year 2024-25 as of March 27, 2025, according to a reply given by Minister of State for Education Jayant Choudhary in the Rajya Sabha. The Minister was responding to a question raised by CPI(M) MP John Brittas. According to the data shared, while Kerala, Tamil Nadu, and West Bengal have approved central allocations of ₹ 328.90 crore, ₹ 2,151.60 crore, and ₹ 1,745.80 crore respectively for the current fiscal year, no funds had been released from this central share to these States by the specified date. Presenting the Budget 2025-26, Mr. Thennarasu said the Union government has withheld the approved amount of ₹2,152 crore citing the State’s non-acceptance of the National Education Policy, 2020, which includes the three-language policy. “Despite this, keeping in mind the welfare of students, the State government has allocated funds, including salaries of teachers, from its own resources to ensure that the education of government school students remains unaffected.” Follow live updates here. T.N. govt. has not implemented Samagra Shiksha scheme in its entirety, says Annamalai

BJP Tamil Nadu president K. Annamalai on Sunday alleged that the Tamil Nadu government had not implemented the provisions of Samagra Shiksha scheme in its entirety, despite agreeing to do so. He posted on social media that the DMK government had received ₹5,858.32 crore in the last three years under the scheme. Though the State wrote to the Centre, agreeing to implement all the provisions under the scheme, it failed to do so, he alleged. Citing media reports, Mr. Annamalai said that the School Education Department had not paid its outstanding bills, amounting to nearly ₹1.5 crore, to Bharat Sanchar Nigam Limited (BSNL) for providing internet connectivity to government schools. As a result, many government schools in the State were likely to lose internet connectivity. “The DMK has been spreading lies ever since it came to power. How will the people trust it? The funds for textbooks and uniforms is also covered under the SSA | Photo Credit: Moorthy_M Over the past year, the Centre has withheld funds of the Samagra Shiksha scheme (SSA) to at least five Opposition-ruled States — Tamil Nadu, Kerala, Punjab, West Bengal, and Delhi. The SSA is an overarching programme for the school education sector. Data show that the Centre’s decision has more to do with acceptance of the PM Shri scheme, which aims to develop “exemplar model schools, that offer leadership to other schools”, than the outcomes of the SSA. In some cases, unwillingness to accept the National Education Policy in its entirety was also a reason. The fees for students enrolled under the Right to Education depends on SSA funds. Salary delays for teachers have also been reported in these States. Owing to the financial burden, Kerala and Punjab relented and Delhi too may agree to the Centre’s terms.
