Why SC’s Electricity Ruling Could Worsen Indian Railways’ Finances

For around a decade now, the Indian Railways has operated under the tag of an electricity distribution entity, allowing it to procure electricity at a lower cost.  A recent Supreme Court order, however, has cancelled this “deemed licensee” status, setting off alarm bells for the national transporter at a time when its earnings are already under stress. The Railways is the country’s single largest user of electricity, deploying it mainly to run its locomotives as it rapidly electrifies the track network. It spent Rs 32,378 crore to run trains in 2024-25. But the Supreme Court ruling could push up these traction energy costs by over 30%, the Railway Board has warned in a May 15 letter.  This would come on top of a 11.6% increase in ordinary working expenses (OWE) and 9.1% rise in pension expenditure in April. Meanwhile, freight operations, which make up 65% of the Railways’ earnings, have declined by 5%. The Socio, Economic, Educational, Employment, Political and Caste (SEEEPC) survey commissioned by the Telangana government last year has indicated the prevalence of small and fragmented landholdings, with 80% of the households falling under the small landholding category having less than five acres. SCs, STs 3 times more backward than OCs/general: T’gana survey The SEEEPC survey, completed in January 2025, was kept in public domain on Wednesday night, after state backward classes welfare minister Ponnam Prabhakar, along with chief secretary K Ramakrishna Rao released it to the media. “The survey, covering approximately 35.5 million individuals across 242 castes, was the first comprehensive door-to-door caste survey of its kind in independent India,” Prabhakar said. The survey was analysed by an independent experts’ working group (IEWG), led by jstice B Sudershan Reddy and convened by economist Praveen Chakravarty and the report was submitted to the government in July 2025. Odisha raises quota for STs, SCs; introduces reservation for OBCs in medical and technical education

In a landmark decision, the Odisha government on Saturday (April 4, 2026) enhanced the reservation for Scheduled Caste and Scheduled Tribe students and introduced a quota for the Socially and Economically Backward Classes (SEBC) in medical and technical education. The decision was taken at the cabinet meeting chaired by Chief Minister Mohan Charan Majhi in Bhubaneswar. “While the quota for the ST students is raised from 12% to 22.50%, it has been enhanced from 8% to 16.25% for SCs. The state government has introduced an 11.25% quota for OBC students, who are known as SEBC in Odisha,” Mr. Majhi told reporters after the meeting. He said this new reservation system will be implemented across universities, their affiliated colleges and educational institutions, ITIs and polytechnics in the state in the fields of engineering, technology, management, computer applications, medicine, surgery, dental, nursing, pharmacy, allied health sciences, psychiatry, ayurveda, homeopathy, agriculture and allied sciences, architecture, planning and cinematic arts. Since 2017, cases of SCs denied access to public spaces on the rise with lion’s share in U.P.

Reported cases of denial of access to public spaces to persons from Scheduled Caste communities — a crime category that was introduced in 2017 by the National Crime Records Bureau — have been rising across India since law enforcement authorities started recording them, with an increasing share of these crimes consistently being reported in Uttar Pradesh. From the latest available set of crime data in the NCRB’s 2023 Crime in India report, there were 180 reported cases of SCs being denied access to public spaces under the Prevention of Atrocities (SC/ST) Act across the country. Of these, 173 cases were reported in U.P. alone, with the other cases that year coming from Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, and Rajasthan. NCRB’s data for the year before, 2022, showed that the country reported 305 cases of SCs being denied access to public spaces, of which 300, or 98.36%, were from U.P. A collective of scientists, environmentalists and politicians, including BJP veteran Murli Manohar Joshi and former Union minister Karan Singh, has decided to pursue an appeal against the Supreme Court’s 2021 Char Dham project judgment, to conserve upper reaches of Himalayas in the Bhagirathi Eco-Sensitive zone. The collective wants a pause on plans to fell over 6,000 trees on the Gangotri stretch. The 2021 judgment had upheld double-laned road works on certain stretches of the project tagged as ‘strategic roads’. In the light of the recurring disasters across Himalayan states, this collective met on Wednesday to deliberate on the threats facing the ecologically fragile region. The members adopted a slew of resolutions, including challenging the SC judgment, seeking demarcation of eco-sensitive zones in upper reaches of Himalayas and buffer zones around glaciers, and green bonuses for hill states for their ecosystem services. The Supreme Court’s direction on Friday to “forthwith” remove “every stray dog” from public premises including educational institutions, hospitals, and transport hubs “to a designated shelter”, and to not release them “back to the…location from which they were picked up”, has triggered concern over the logistics of housing the captured animals. There are an estimated 8 lakh strays in Delhi, and the animal welfare nonprofits with whose help the Municipal Corporation of Delhi (MCD) tries to manage this population may not have the capacity to handle the load. The court has said that the dogs must be put in shelters “after due sterilisation and vaccination in accordance with the Animal Birth Control Rules”.
