The Cabinet, which met under the chairmanship of Chief Minister Nayab Singh Saini, approved the revised policies with the stated objective of ensuring optimal utilisation of human resources, promoting employee satisfaction, improving administrative efficiency and strengthening public service delivery. According to officials, the revised policies have been formulated after taking into account observations made by the Punjab and Haryana High Court as well as feedback received from various stakeholders. The High Court had expressed concerns regarding certain aspects of the previous transfer framework, including the weightage assigned to age and the relatively low merit points available under the couple-case category. In the 2026-27 Budget, the civic body has allocated Rs 250 crore under this head, slashed by nearly 20% compared to Rs 310.68 crore allocated last year. While presenting the Budget, the civic body — citing detailed estimates — admitted that only Rs 119.76 crore is projected to be utilised by the end of the current fiscal. A single-judge bench of Justice Dr Chillakur Sumalatha in the order dated January 20 said, “This court is of the view that when the husband has got no such means to maintain and is overburdened, the wife cannot claim that she is required to be maintained by husband whatever be the circumstances in which he is placed.” The husband challenged the order dated November 19, 2024, of a family court and contended that the amount granted is exorbitant.
