The Bombay High Court on Tuesday observed that Mumbai’s recurring monsoon waterlogging cannot be blamed solely on the Brihanmumbai Municipal Corporation (BMC), saying that encroachments, blocked drains and misuse of public infrastructure have significantly contributed to the city’s flooding problems. People in Mumbai were seen carrying belongings through water after heavy rainfall in the area.
