A press release issued by the Chief Minister’s Office (CMO) on January 8, reads, “Chief Minister Chandrababu Naidu will visit Tirupati tomorrow morning to meet the injured. “As of the latest toll, four people were killed in a stampede that broke out at the Tirupati temple in Andhra Pradesh on Wednesday evening, officials said. According to officials, the incident occurred near Vishnu Niwasam at the Tirumala Srivari Vaikuntha Dwara ticketing counter during the distribution of ‘darshan’ tokens. Hyderabad The Y S Jagan Mohan Reddy government in Andhra Pradesh on Saturday ordered a judicial inquiry into the death of 11 persons in a stampede-like situations during a public rallies conducted by Telugu Desam Party president and former chief minister N Chandrababu Naidu at Kandukuru town in Nellore district on December 28 and at Guntur town on January 1. In a late-night gazette notification, the state government said the judicial commission of inquiry would be headed by retired state high court judge Justice B Seshasayana Reddy. “The government is of the opinion that it is necessary to appoint a commission of inquiry under Section 3 of the Commission of Inquiry Act, 1952, to inquire into the incidents, which are of public importance,” chief secretary K S Jawahar Reddy said in the notification. The retired judge would probe the circumstances that led to the stampedes during Naidu’s rallies, leading to the death of 11 persons – eight at Kandukuru on December 28 and three at Guntur on January 1. Andhra Pradesh Bans Rallies, Public Meetings After Stampede Deaths

The opposition parties have decried the government’s decision and called the GO “atrocious”. Amaravati: The Andhra Pradesh government has prohibited public meetings and rallies from being held on roads, including national highways, citing public safety. The order comes in the wake of a stampede at a rally held by the main opposition Telugu Desam Party at Kandukuru last week in which eight persons were killed. The prohibitory order was issued late on Monday night under the provisions of the Police Act, 1861. The government noted in its order that “the right to conduct a public meeting on public roads and streets is a subject matter of regulation as Section 30 of the Police Act, 1861 itself mandates.”  Principal Secretary (Home) Harish Kumar Gupta, in the GO, asked the respective district administration and police machinery to identify “designated places away from public roads for conduct of public meetings, which do not hamper the flow of traffic, public movement, emergency services, movement of essential commodities, etc.”  “The authorities should avoid permitting meetings of public roads. Hyderabad The police in Andhra Pradesh’s Guntur on Monday booked a criminal case against the promoter of Vuyyuru Foundation, a non-governmental organisation, in connection with the stampede in which three people died and 13 others were injured at an event attended by Telugu Desam Party president N Chandrababu Naidu on Sunday night, officials said. A police official at Nallapadu police station said though a case was registered under Section 174 of Criminal Procedure Code (suspicious death) initially on Saturday night, the first information report (FIR) was later modified with the addition of Section 304 (ii) (culpable homicide not amounting to murder) and Section 34 (criminal act by multiple people with common intention) of Indian Penal Code. “The case was registered against Vuyyuru Srinivas, a non-resident Indian (NRI) heading the NGO, and his associates based on the complaint lodged by victims’ family members,” the police official said.
