Anil Kumar has said that the Kerala government is prepared to amend rules, if required, to expedite land-use conversion and the distribution of title deeds. Addressing the district-level review meeting of the Revenue department in Thrissur, the Minister said practical difficulties often come to light only after laws are implemented. “Such issues may require amendments to rules or the issuance of special government orders. Once the review meetings in all 14 districts are completed, the government will examine the practical suggestions and proposals for legal amendments put forward by officials and take appropriate decisions,” he said. Mr. Kumar said the Revenue department handled the largest volume of public files and maintained the closest interface with the public. This is significant since BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) comprises India, Sri Lanka, Thailand, Bangladesh, Myanmar, Nepal and Bhutan, and all of them have stakes in the developments in the Indian Ocean. The meeting held in New Delhi was hosted by National Security Advisor Ajit Doval. The Ministry of External Affairs (MEA) said the national security advisors and heads of delegations discussed practical and result-oriented solutions to combat terrorism and organised crime, and to ensure security in the cyber, maritime and energy domains. While presenting the Bill, health minister Praful Pansheriya stated, “This law was enacted in 2021 to provide legal backing to doctors with proper medical qualifications in the state and to control the diagnosis and practice done by unqualified practitioners, and was implemented from September 13, 2022.” He added, “Under this law, the registration of small clinics, multi-specialty hospitals and laboratories is mandatory. New Delhi, In a bid to streamline criminal trials, the Supreme Court issued a slew of directions to trial courts on Monday to enhance the legibility of verdicts in criminal matters. SC issues slew of directions to streamline criminal trials A bench of Justices Vikram Nath and Sandeep Mehta said all trial courts dealing with criminal matters shall, at the conclusion of the judgment, incorporate tabulated charts summarising the details of the witnesses examined, documents exhibited and material objects produced and exhibited. The court said these charts shall form an appendix or the concluding segment of the judgment and shall be prepared in a clear, structured and easily-comprehensible format. “We are of the considered view that a more structured and uniform practice must be adopted to enhance the legibility of criminal judgments. This is expected to ease transitions for students moving to India after completing secondary education abroad. However, it draws a firm line against qualifications obtained through franchising arrangements, stating that these would not be eligible for equivalence. MAHINSHA The Kerala government intends to streamline the functioning of welfare fund boards, making their operations more systematic, Finance Minister K.N. Balagopal informed the Kerala Assembly on Monday (March 10). Responding to Opposition UDF’s charges concerning the plight of the boards while addressing an adjournment motion, he said that the welfare fund board pensions would not be slashed, but increased. Mr. Balagopal countered the UDF onslaught saying that the government intended to disburse three pending instalments of pensions in the coming fiscal. The Opposition was “shedding crocodile tears” for the welfare fund board members, he said. Six boards which disburse pensions from own fund and eight which provide pensions with the aid of the government through the Kerala Social Security Pension Ltd disburse it on time, he said. The 2011-2015 UDF government spent ₹9,011 crore on the pensions. The 2016-2021 Pinarayi Vijayan spent ₹35,154 crore, and the current LDF government has thus far spent ₹36,212 crore. Asset management firm UBS has announced that it has completed the pilot trial of a blockchain solution, that will help financial institutes streamline their service offerings around tokenised assets. The Switzerland-based firm currently has a market cap of over $104.3 billion (roughly Rs. 8.8 trillion). Diving deeper into blockchain use cases, UBS teamed up with Chainlink and the Swift network in order to conduct the pilot trials. The solution tested by Chainlink, Swift, and UBS is the “Digital Subscription and Redemption System” for tokenised funds. Chainlink is a decentralised blockchain network that connects off-chain data with smart contracts, while the Swift Network is a secure messaging platform used by financial institutions. Expanding on the development, Swift stated that the solution was created as part of Project Guardian, under the oversight of the Monetary Authority of Singapore (MAS). “The new pilot demonstrates how financial institutions can facilitate off-chain cash settlements for tokenised funds.
