16-page form to priest certificate: Uttarakhand UCC rules for live-in | India News

A 16-page form that needs to be filled, Aadhaar-linked OTP, registration fee, a certificate from a religious leader that the couple is eligible to marry if they so wish, and details of previous relationships — these are among the rules prescribed by the Uttarakhand government for registration of live-in relationships under its Uniform Civil Code. The UCC Act, which was passed by the state Assembly in February 2024, makes it mandatory for couples to register with the government, both while initiating and terminating a live-in relationship. Failure to register carries a jail term up to six months. This applies to residents of Uttarakhand as well as state residents living elsewhere in India. The Rules, which came into effect January 2, outline the documentation required for the registration process – it can be done both offline and online. Rule 15 (3) in Chapter 5 outlines the “information to be included in the Statement of Live-in Relationship”. As part of the initiative, he released the rules associated with the UCC and also launched a dedicated portal created for the mandatory online registration of marriages, divorce and live-in relationships. Uttarakhand has become the first Indian state to implement the Uniform Civil Code. The UCC is designed to promote legal equality by ensuring that people from all castes, religions, and communities are governed by the same set of laws in personal matters such as marriage, divorce, inheritance, and property rights. UCC in Uttarakhand: In a remarkable development, Uttarakhand is set to become the first state to implement the Uniform Civil Code (UCC) on Monday. The formal announcement of its implementation will be made by Chief Minister  Pushkar Singh Dhami today around noon. The Chief Minister has emphasised that the UCC aims to bring uniformity across all personal civil laws that currently discriminate on the basis of caste, religion, gender, and other factors. The state government has finalised all necessary preparations for the UCC rollout. In a significant move, the Uttarakhand Cabinet approved the Uniform Civil Code (UCC) manual during a meeting held at the state secretariat on Monday. As per officials, this development came after a meticulous review of the manual by the legislative department. Speaking about the approval, Chief Minister Pushkar Singh Dhami emphasised the government’s commitment to fulfilling its promises made ahead of the 2022 elections.  “We had promised the people of Uttarakhand in 2022 that we would bring the UCC Bill as soon as our government was formed. We brought it. The draft committee drafted it, it was passed, the President approved it and it became an act. The process of training is also almost complete… After analysing everything, we will announce the dates soon,” Dhami told the media after the meeting.
