New Delhi, Two prominent civil society groups from Ladakh Leh Apex Body and Kargil Democratic Alliance on Friday claimed to have reached an ‘in-principle understanding’ with the Centre on providing constitutional safeguards to the Union Territory. The discussions took place during the sub-committee comprising top representatives from LAB and KDA and also from the Ministry of Home Affairs. Chandigarh Aided College Teachers Association protests over delay in UGC benefits, threatens intensified agitation | Chandigarh News

Chandigarh Aided College Teachers Association (CACTA) has expressed strong resentment over the administration’s continued delay in the full implementation of University Grants Commission (UGC) regulations for teachers working in privately managed and government-aided colleges, despite a public announcement by the Union Home Minister reaffirming Chandigarh’s governance as a Union Territory under the direct authority of the central government. CACTA, in a statement, to the media said that the aided colleges in Chandigarh receive 95 per cent grant-in-aid from the central government through the Chandigarh Administration and have no administrative or statutory linkage with the Government of Punjab. The association alleged that citing Punjab’s consent or policies to deny or delay teachers’ service benefits was “legally untenable and constitutionally flawed”. The association asserted that once adopted, UGC regulations are binding in letter and spirit and must be implemented in totality. Any selective or partial implementation, CACTA said, amounts to arbitrary discrimination and violates statutory provisions governing higher education. J&K Congress chief Tariq Hameed Karra on Friday constituted a high- powered committee to ascertain reasons behind the party’s defeat in the recent Assembly elections in the Union Territory, particularly its wipeout in the Jammu province. The committee, headed by senior party leader Ravinder Sharma as chairman, is expected to give its report within 30 days. Its members are Jehangir Mir, Naresh Gupta, Thakur Balwan Singh, Shah Mohd Chowdhary, Ved Mahajan and Dina Nath Baghat. Referring to the poll debacle, a party leader said: “We have to find out the reasons behind it – whether it was the faulty distribution of tickets, lacklustre campaign, or there were some other political reasons.’’ The Congress contested 30 of Jammu’s 43 seats, including four where it was in a friendly contest with the NC.
