Cabinet Sub-Committee directs officials to prepare a comprehensive draft for Rohith Vemula Bill

Deputy Chief Minister Mallu Bhatti Vikramarka directed officials to expedite the process of drafting the Rohith Vemula Telangana (Prevention of Identity-Based Discrimination in Higher Education) Bill, 2026, and prepare a comprehensive preliminary report outlining the proposed legislation’s procedures and provisions. Chairing the first meeting of the Cabinet Sub-Committee constituted to formulate the Bill at the State Secretariat, Mr. Vikramarka said the government was committed to eliminating identity-based discrimination in higher educational institutions and ensuring a peaceful and inclusive environment for students. Recalling the death of Rohith Vemula at the University of Hyderabad, he said the incident had shaken not only Telangana, but the entire country. He said the proposed legislation was aimed at fulfilling the government’s commitment to creating a discrimination-free education system in universities. Mr. Vikramarka said that every individual lives with self-respect and that no one suffers because of discrimination. He instructed the concerned departments to constitute a committee of officials to speed up the drafting process and suggested studying similar initiatives in Karnataka to adopt best practices. The Bihar cabinet on Wednesday (July 15, 2026) authorised the Gram Panchayats to impose and collect taxes that would enable panchayats to develop their own financial resources, thus reducing their dependence on the State government. The cabinet, chaired by Chief Minister Samrat Choudhary, gave its nod to the draft “Gram Panchayat Taxes, Rates and Fees Rules, 2026”, Cabinet Secretariat Department’s Additional Chief Secretary (ACS) Arvind Kumar Chaudhary told reporters in Patna in a post-cabinet briefing. No rules have yet been framed in light of the provisions of the Bihar Panchayat Raj Act, 2006 and therefore, it became necessary to identify taxes and fees that may be levied by Panchayats, prescribe their maximum limits, and establish a procedure for their imposition, determination of rates, and collection so that Panchayats can collect these taxes and fees effectively. It was among 30 decisions that were taken at Wednesday’s (July 15, 2026) cabinet meeting. The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the construction of a 46.039-km six-lane elevated corridor along the Ganga in Varanasi at a total cost of Rs 14,447.64 crore. The project will connect National Highway-19 with the Varanasi Ring Road and is aimed at reducing traffic congestion while improving connectivity across the city. The project includes a six-lane elevated carriageway, an iconic cable-stayed bridge, an extradosed foot-over-bridge-cum-major bridge, loops, ramps, link roads and service roads. It will be developed under the Hybrid Annuity Model (HAM). The total project cost includes Rs 6,037.85 crore for civil construction and Rs 541.11 crore for land acquisition under NH(O). File | Photo Credit: PTI With a view to taking the initiative to develop a modern, fast, and integrated regional transport system in the State, the Bihar cabinet on Wednesday (July 9, 2026) accorded in-principle approval for the preparation of Detailed Project Reports (DPRs) for four Regional Rapid Transit System (RRTS) corridors. The RRTS system will provide safe, fast, reliable, environmentally sustainable, and efficient last-mile connectivity, benefiting citizens, students, working professionals, and commercial activities across the region.
