The Chandigarh Administration is reconsidering its pan-city 24×7 water supply project after costs jumped by more than Rs 225 crore, prompting concerns over a steep financial burden on residents. A status report on the project will be tabled in the Municipal Corporation’s General House meeting on November 28. A senior UT official said growing public resistance and rising costs have forced a rethink. “Several representations have gone to the UT Administrator. People want clean water, not 24-hour water. They fear the entire city will be dug up to lay new pipes and that the pits will never be properly filled. They also worry about the additional financial burden on residents, so the project is being reconsidered. The status report is being placed before the House,” the official said. Cost escalation and viability concerns The project aimed at modernising the distribution network, improving service reliability and cutting non-revenue water was originally valued at Rs 412 crore. Amid its mounting financial challenges, the Chandigarh municipal corporation (MC) is looking to generate revenue by developing a residential project in Manimajra’s Shivalik Enclave area, in partnership with the National Buildings Construction Corporation (NBCC). In 2005, the Chandigarh MC had sold a 5.39-acre plot in Manimajra for a similar housing society on freehold basis. (HT File) The project is to come up on a 6.9-acre land parcel in Pocket 6 of Manimajra, which has been earmarked for residential development under the Chandigarh Master Plan. While the MC is considering auctioning the vacant land with a reserve price of ₹300 crore — expected to fetch at least ₹500 crore — officials say that partnering with NBCC on a revenue-sharing model could potentially double the civic body’s profit. HC directs Chandigarh administration to hold mayoral polls after January 29

The Punjab and Haryana High Court on Monday (January 20, 2025) set aside the Chandigarh administration’s notification for holding the mayoral polls of Chandigarh Municipal Corporation on January 24. The Bench of Justices Sureshwar Thakur and Vikas Suri directed the UT administration to issue a fresh notification for holding the mayoral polls after January 29. The directions came on a petition filed by Aam Aadmi Party councillor and sitting Chandigarh mayor Kuldeep Kumar Dhalor, who had sought that the mayoral polls be held in February so that he may complete his one-year term, besides demanding steps for transparency in the poll process. In the petition, the petitioner also sought that voting in the mayoral polls be held by show of hands instead of secret ballot. Now pay 7.5% penalty for not installing tertiary-treated water connections | Chandigarh News

For residents and institutions owning properties of one kanal and above, who have not yet installed tertiary-treated water connections, will now face a penalty of 7.5 per cent on the total water bill. The decision was taken during the Chandigarh Municipal Corporation’s General House meeting on Tuesday. According to the Chandigarh Water Supply Bylaws, 2015, tertiary-treated (TT) water connections are mandatory for owners with properties of one kanal and above. The Chandigarh civic body has also proposed selling TT water at Rs 7 per kilolitre, a prominent increase from the current rate of Rs 2.50 per kilolitre. According to the municipal corporation (MC) data, of the 7,385 one-kanal houses, only 2,906 have installed TT water connections. And as far as institutions are concerned, only 150 of the 414 institutions have complied with. The Union Government has clarified in Parliament that there are no proposals to amend laws such as the Punjab New Capital (Periphery) Control Act, 1952. Minister of State for Home Affairs, Nityanand Rai, made the statement in response to a question by Chandigarh MP Manish Tewari, who had asked whether these laws would be updated to address contemporary urban challenges. Tewari also questioned the relevance of applying Lal Dora regulations to 22 villages of Union Territory (UT) Chandigarh, which now fall under the jurisdiction of the Municipal Corporation of Chandigarh. Your power bills may rise further as Chandigarh plans ‘cess hike’ | Chandigarh News

Your electricity bills may soon increase as the Chandigarh Municipal Corporation plans to hike the municipal cess on electricity consumption to bring it on par with Punjab. An agenda proposing this increase will be discussed at the house meeting on Saturday, which will also be attended by the Chandigarh Administrator. The municipal cess, currently set at 10 paise per unit, was introduced in December 2019. It generates an annual revenue of approximately Rs 15-16 crore for the civic body. Comparatively, Punjab levies a municipal tax of 2% on electricity consumption, translating to about 16 paise per unit, while Haryana charges 8 paise per unit. “Since the Municipal Corporation is experiencing a financial crunch, it is exploring additional revenue sources. It is proposed to enhance the municipal cess on electricity consumption from 10 paise per unit to 16 paise per unit, aligning with Punjab,” the agenda noted. BJP’s Rajinder Sharma and Kuljeet Singh Sandhu on March 4 won the post of Deputy Mayor and Senior Deputy Mayor respectively in repolls in the Chandigarh Municipal Corporation. Mr. Sharma defeated the AAP-Congress alliance with 19 votes.  Mr. Sandhu secured 19 votes while Congress’ Gurpreet Gabi got 16 votes. One vote was declared invalid. The postponement of the polls has been attributed to the ill health of the presiding officer for the elections.
