In a significant development related to the matter of deepfakes, the Delhi High Court on Thursday asked the Centre to file a status report on the measures taken by it to counter the increasing menace of the deepfake technology. During the hearing on the matter, Chief Justice Manmohan and Justice Tushar Rao Gedela sought the report to highlight measures taken at the government level.  During the hearing of the two pleas against the non-regulation of deepfake technology, the Delhi HC called it a “very serious issue” that needed to be dealt with by the authorities on a “priority” basis. The Delhi HC observed that artificial intelligence could not be prohibited as people needed it. “We have to remove the negative part of the technology and keep the positive part,” it added. A former Florida sheriff who moved to Russia amid an FBI investigation is a Kremlin-backed propagandist responsible for viral deepfake videos and misinformation targeting Kamala Harris’s campaign, according to European intelligence documents reviewed by the Washington Post. The GRU, Russia’s military intelligence service, gave funding to John Mark Dougan, the operator of several fake news websites. According to documents reviewed by the Post, Dugan was responsible for several websites that seemingly published fake local news, including DC Weekly, Chicago Chronicle, and Atlanta Observer. The documents, which mostly focus on the time between March 2021 and August of this year, show that Dougan worked with Yury Khoroshevsky, an officer within the GRU’s Unit 29155. Two European security officials told the Post that Khoroshevsky’s unit handles sabotage, political interference operations, and cyberwarfare targeting the West. Dougan also reportedly worked with the Center for Geopolitical Expertise, a Moscow-based institute founded by far-right Russian nationalist Alexander Dugin. Generative AI deepfakes can stoke misinformation or manipulate images of real people for unsavory purposes. They can also help threat actors pass two-factor authentication, according to an Oct. 9 research report from Cato Networks’ CTRL Threat Research. AI generates videos of fake people looking into a camera The threat actor profiled by CTRL Threat Research — known by the handle ProKYC — uses deepfakes to forge government IDs and spoof facial recognition systems. The attacker sells the tool on the dark web to aspiring fraudsters, whose ultimate goal is to infiltrate cryptocurrency exchanges. Some exchanges require a potential account holder to both submit a government ID and appear live in video. With generative AI, the attacker easily creates a realistic-looking image of a person’s face. ProKYC’s deepfake tool then slots that picture into a fake drivers license or passport. The crypto exchanges’ facial recognition tests require brief proof that the person is present in front of the camera. The Mountain View-based tech giant is likely working on this feature to reduce the instances of deepfakes. However, it is unclear how the information will be displayed to users. Remove deepfakes within 3 hours of being notified: Election Commission to political parties | Latest News India

The Election Commission of India has sent a letter to all national and state political parties, instructing them to take down any deepfakes within three hours of being notified. It has also instructed them to not use their social media handles to publish deepfake videos and audios, or to disseminate any misinformation or synthetically created or modified information that may appear to be true to the recipient. Parties have also been instructed to identify and warn the party person responsible for posting deepfakes.
