MGNREGA workers denied work despite Centre’s assurance of continuity

There is no clarity on when the new scheme under the VB–G RAM G Act will be implemented on the ground, as the Centre is still holding talks with States to establish the necessary framework. File. | Photo Credit: G. Moorthy For the last 87 days, MGNREGS workers have been protesting at the Muzaffarpur district headquarters in Bihar. The Union government had assured them that until the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB–G RAM G) Act, 2025, passed by Parliament in December, is rolled out, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) would continue unchanged. But on the ground, workers say the story is very different. The protest in Muzaffarpur began on January 2 this year. Nearly 12,000 workers in the district have not received work for the past three to four months — even before the new rural employment law was introduced. Opinion | A seat taken, a life denied: Why India needs a faith registry now

Opinion | A seat taken, a life denied: Why India needs a faith registry now

When the Supreme Court recently ruled that any person actively professing a religion outside Hinduism, Sikhism, or Buddhism cannot simultaneously claim Scheduled Caste benefits, it did something important: it shifted the focus back to the people reservation was always meant for. But behind the legal clarity lies a quieter, more painful story—that of a Dalit student who lost a college seat, a landless labourer denied a government job, and a survivor of caste violence who couldn’t access protection under the SC/ST Atrocities Act. Not because they were found ineligible, but because someone else was occupying their space through a certificate that no longer reflected reality. This opinion piece is based on the Supreme Court’s March 24 ruling on Scheduled Castes status. (ANI) The numbers make the scale difficult to ignore. Maharashtra’s caste scrutiny committees cancelled over 14,000 fraudulent caste certificates between 2008 and 2017. In Andhra Pradesh, an RTI probe revealed that 70–80% of Christian pastors receiving COVID relief funds held Hindu SC or OBC certificates, despite having undergone baptism. These are not just administrative …

Since 2017, cases of SCs denied access to public spaces on the rise with lion’s share in U.P.

Reported cases of denial of access to public spaces to persons from Scheduled Caste communities — a crime category that was introduced in 2017 by the National Crime Records Bureau — have been rising across India since law enforcement authorities started recording them, with an increasing share of these crimes consistently being reported in Uttar Pradesh. From the latest available set of crime data in the NCRB’s 2023 Crime in India report, there were 180 reported cases of SCs being denied access to public spaces under the Prevention of Atrocities (SC/ST) Act across the country. Of these, 173 cases were reported in U.P. alone, with the other cases that year coming from Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, and Rajasthan. NCRB’s data for the year before, 2022, showed that the country reported 305 cases of SCs being denied access to public spaces, of which 300, or 98.36%, were from U.P. In a report released earlier this year, the National Campaign for Dalit Human Rights (NCDHR) had said that an increase in such cases “reflected entrenched …
