In Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Madhya Pradesh, and Chhattisgarh, enumerators hit the ground on Friday (May 1), starting field operations of the HLO exercise following the completion of the notified 15-day self-enumeration window, it said. The Appointments Committee of the Cabinet(ACC) has appointed new officers as Directors of Census Operations or Director of Citizen Registration in two states and given extensions to existing officers in these positions in seven states over the last fortnight. IAS officers Biswajit Pegu and Rashmi Kama have been appointed Directors of Census Operations in Assam and West Bengal respectively. And officers in Uttar Pradesh, Delhi, Maharashtra, Arunachal Pradesh, Meghalaya, Manipur, and Haryana have received extensions. The Director of Census Operations is in charge of the census in their state, under the supervision of the Registrar General and Census Commissioner of India. They monitor the house listing exercise, conduct the census, oversee publication of data for the state and prepare maps needed for the purpose. Political parties on Monday expressed concern over the large number of voters listed as ’absentee, shifted or dead’ (ASD) in the Special Intensive Revision (SIR) of the electoral rolls, even as Chief Electoral Officer (Kerala) Rathan U. Kelkar stated that the ASD list will shortly be uploaded online in a searchable format for public scrutiny. Described as ‘uncollectable enumeration forms’ by the Election Commission of India (EC), this list had grown to a little over 25 lakh names by Monday morning. They include 6.44 lakh deceased, 7.11 lakh categorised as untraceable, 8.19 lakh permanently shifted/absent voters, 1.31 lakh duplicated names and 1.93 lakh in the ‘others’ category which include people who have refused to return the forms. Mr. Kelkar said the booth-wise details of all the 25 lakh people, their names and EPIC numbers included, were expected to be uploaded on the district-level websites by Monday evening or Tuesday. The government has approved Rs 11,718 crore for conducting the Census 2027, the first digital exercise of its kind, Union Information & Broadcasting Minister Ashwini Vaishnaw said Friday. Earlier, the Union Cabinet approved the proposal to conduct the Census at a meeting chaired by Prime Minister Narendra Modi. The Census 2027, world’s largest administrative and statistical exercise, will be conducted in two phases— the houselisting and housing phase between April and September next year; and population enumeration in February 2027 (for the UT of Ladakh and snow bound non-synchronous areas of UT of Jammu & Kashmir and states of Himachal Pradesh and Uttarakhand in September 2026). The Cabinet Committee on Political Affairs on April 30 this year had decided to include caste enumeration in the Census 2027, which will be done in the second phase. Vaishnaw said a gazette notification will be issued in due course about what data fields will be included in the new Census and other such specific details. File | Photo Credit: The Hindu More than 1.56 crore voter enumeration forms have been distributed across Rajasthan in the first five days of the Special Intensive Revision (SIR) of electoral rolls, officials said on Saturday (November 8, 2025). According to Chief Electoral Officer Naveen Mahajan, Barmer, Chittorgarh, and Alwar districts have reported the highest distribution so far, while nine districts – Bikaner, Jodhpur, Jhalawar, Hanumangarh, Sirohi, Kota, Balotra, Pali and Jaisalmer – recorded less than 25% distribution. Mr. Mahajan directed the district election officers in these regions to intensify efforts and ensure that the distribution percentage rises to at least 35% by Sunday (November 9), noting that most voters are expected to be home during the weekend. The Chief Election Officer added that under the SIR exercise, voters can also fill out and submit their enumeration forms online.
